New Force Committee on Service Quality meets

The renamed Force Committee on Service Quality (FCSQ) recently met to consider items concerning service quality and internal communication. The terms of reference of the FCSQ have been widened to include items previously considered by the Steering Committee on Police Internal Communication (SCPIC). Membership of the two committees has also been combined and the FCSQ now includes representatives from Policy Wings, Regions and Districts.

By combining the two terms of reference, items relating to internal communication can now be considered on a quarterly basis (the SCPIC meets every six months). The FCSQ also hopes to improve the way changes are communicated throughout the Force by considering service quality issues together with internal communication.

A redeveloped Strategy on Quality of Service was issued in October 2008, together with indicators to be used in assessing how good the strategy is. These, as well as the membership and terms of reference, can be found on the Service Quality Wing (SQW) website.

As the FCSQ needs accurate information to prioritise, design and implement improvements in a professional manner, the Strategy emphasises the importance of listening to staff and customers. Therefore, during the summer, SQW will be conducting research in police stations across Hong Kong. This will provide assessments of services from the customer's perspective, and an assessment of the ease in following work processes from a staff perspective. Officers under the "Development Programme for Junior Officers with Potential" and student mentees will join SQW staff in conducting the research.
