Force recognised as Knowledge Enterprise

 

The Force started putting significant efforts into modernising its knowledge framework eight years ago and the fruitful labour has enabled the Force to win public recognition as an admirable knowledge enterprise both in Hong Kong and Asia.

The Force has been selected as the Top Winner of Hong Kong Most Admired Knowledge Enterprise (MAKE) Award and one of the 16 winners of the Asian MAKE Award in 2009.

The MAKE study has been organised by KNOW Network and Teleos since 1998, a prominent British independent research institute in knowledge management and intellectual capital, and the annual awards, available at global, regional and national levels, are widely esteemed as the international benchmark for world-class knowledge-driven organisations.

The Force is the first HKSAR government department to be honoured with the Asian Award, and the 16 winners were chosen from amongst 52 nominees headquartered in Asia by a panel of 500 Asian Fortune senior executives and internationally recognised knowledge management and intellectual capital experts.

The Award places the Force amongst corporate giants such as household names in Asian car making, Toyota and Honda, and IT service provider, Infosys, for commitment to leveraging enterprise knowledge and intellectual capital to deliver superior products or services.

Commissioner Tang King-shing welcomed the Award: "In order to aspire to our collective vision of keeping Hong Kong safe and stable, we believe in maximising the full potential of our officers through training and development. Knowledge management is one of the principal tools, which we have been using for a number of years.

"People are our greatest asset and developing our intellectual capital involves a two-pronged approach: providing formal training and development, and facilitating a continuous learning culture amongst our officers.

"A continuous learning culture is what helps an organisation to move with the times. In the policing context, continuous learning helps officers to stay on top of ever-evolving changes, and the organisation to stay on top of the ever-challenging environment. We strongly believe in the value of knowledge management in helping the organisation to grow."

On October 14, Dr Albert Cheuk Chun-yin, Director of Hong Kong Police College, received the Award on behalf of the Force during a special presentation ceremony at the 10th World Knowledge Forum in Seoul, South Korea. The Award was presented by Dr Chang Dae Whan, the Founder and Chairman of the World Knowledge Forum, witnessed by many world-class business and thought leaders.

On October 21, Dr Cheuk also received the Hong Kong MAKE Award from Professor Timothy W Tong, President of the Hong Kong Polytechnic University. The maturity of Force knowledge management and its rich intellectual capital are highly regarded by the judging panel as the best amongst this year's Hong Kong MAKE Winners.

Dr Cheuk expressed his gratitude to all Force units and members for their teamwork in building a knowledge-based Police Force. He added: "Force knowledge management is a principal tool to complement the Force's training and development functions, and bears a role to maximise the Force's intellectual capital and facilitate continuous learning culture in the longer run. It relies on the constant and continuous participation of all Force members."
