Tactics training exchange in Chongqing

Deputy Commissioner (Management) Tsang Wai-hung and delegation visited the Chongqing Public Security Bureau (PSB) in late October when the Mobile Training Team (MTT) of the Police College was conducting tactics training at the Chongqing Police Training Department.

At the beginning of his visit, Mr Tsang paid a courtesy call on Mr Wang Lijun, Director of Chongqing PSB who extended a warm welcome to the delegation and the MTT.

During a discussion, Mr Tsang touched upon many aspects of the Force's developments over the years and outlined how the Force had evolved into a modernised service-oriented police organisation. Mr Wang, in return, shared his valuable experience of combatting syndicated criminal activities, adding that Chongqing PSB had been very successful in this aspect recently.

Both Mr Tsang and Mr Wang acknowledged the challenges faced by the police amid the rapid changes in society and shared a common vision of maintaining their home cities as one of the safest and most stable places in the world.

The delegation also called at several districts of Chongqing PSB for an exchange of experience in policing concepts, practices and strategies. Delegation members, including Chief Superintendent Lo Ka-man, Senior Superintendent Siu Chak-yee, Superintendents Fok Lok-sang and Lee Wai-man, also took the opportunity to share with their PSB counterparts about their own areas of responsibility, including district policing, airport security, anti-drug strategies and handling of crime intelligence. Both parties benefitted from this interactive exchange.

A five-day Police Tactics Training Course was conducted by the MTT, which was led by Superintendent (Weapon Training) Chan Wing-leung and assisted by Chief Inspector Sham Wai-hong, Senior Inspectors Ng Wai-kei and Tse Siu-ki, and Sergeants Lee Siu-wah, Chan Wai-ming, Tse Ka-lung and Chan Wai-shing. Helping out with the training course were eight local assistant instructors. The training programme, attended by 60 trainees, aimed at promoting exchanges between both jurisdictions on design philosophy, teaching principles and instructional skills in police tactics training.

Graduation ceremony

At a graduation ceremony held on October 23, Mr Tsang presented graduation certificates to 60 PSB officers from various parts of the city and the eight assistant instructors. Speaking at the ceremony, he expressed his appreciation of the determination and perseverance the trainees displayed during the intensive training course.

In response, Mr Wang Tingyan, Director of the Political Department of the Public Security Bureau, Chongqing, commended MTT members for their professionalism and real-life training modules. The tactics would greatly enhance the occupational safety of PSB officers, he noted.

After the graduation ceremony the delegation and training team were invited to attend as observers a large-scale emergency response exercise, which was a spectacular event attended by Mr Bo Xilai, Party Secretary of Chongqing.

The training course in Chongqing was the last conducted by CIP Sham before he proceeds on pre-retirement leave the following month. Having conducted training exchanges in 11 Mainland cities since 2002, he is very pleased that the Mainland is committed to providing enhanced patrol equipment such as OC foam, extendable baton and straight draw holster for their frontline officers. The training and equipment of PSB officers are now developing in line with international best practices after the training exchanges, and he feels privileged to be able to share his 23-year experience in Weapons Training Division with his Mainland counterparts.
