In October and early this month, Police College held three Management Development Programmes (MDP) seminars, with Professor Kam C Wong from Xavier University, Cincinnati, Ohio, Dr Timothy Turner (retired from FBI) and Dr Albert Yeung from the Ontario Police College delivering presentations to officers at the ranks of inspectorate and above, during their short visits to Hong Kong.

Professor Wong has written an article on "Police Powers as Social Resource Theory". The article presents a different theory of community policing. On October 16, he presented his theory at the Auditorium at Police Headquarters and had a thought-provoking exchange of views with the audience.

Dr Turner, who joined FBI in 1984, was in Hong Kong as a speaker at other departments at the invitation of the HKSAR Government when the Police College invited him to deliver a keynote presentation on "The Need for Emotional Intelligence for Law Enforcement Leadership" on November 2. His session enlightened the audience's understanding of emotional intelligence or what is commonly referred to as "EQ".

On November 5, Dr Yeung talked about community policing from the angle of "Geography of Crime". Among the audience were two overseas officers from the UK and the Netherlands taking a Senior Command Course in the Police College.

The last MDP seminar in 2009 on "Police Power" was successfully concluded on November 17, with over 200 officers attending. The Police College thanked officers for their support for and attendance at the MDP seminars held this year.
