MDP features speakers from IPCC, academia and media

Prior to the East Asian Games and the Winter Precautions, the last Management Development Programme (MDP) seminar in 2009 was held on November 17. A total of four speakers, namely Independent Police Complaints Council (IPCC) members, Mr Eric Cheung Tat-ming and Dr Helena Yuen Chan Suk-yee; Prof Lui Tai-lok from the University of Hong Kong, as well as the Chief Editor of Sing Tao Group, Mr Siu Sai-wo, delivered presentations on "Exercising Police Power Without Abusing it or Being Seen to be Abusing it" at the invitation of the Police College.

Given the current social and political environments in Hong Kong, the police are subject to close public scrutiny. The Police College seized the opportunity to coordinate the seminar and line up IPCC members, academic and media professionals so that they could share their views on this particular issue.

After the talks, IPCC Member Dr Michael Tsui Fook-sun also joined the Q&A session, which saw an interactive and innovative exchange of views.

The seminar attracted some 280 participants at the ranks of Inspectorate and above, including staff from the IPCC secretariat. Speakers from the IPCC elaborated on the important principles of reasonable suspicion and complaint prevention advice on processing Informal Resolution. Inspired by Prof Lui's talk, the participants said they would remain vigilant against the popular mood swings in the changing socio-political environment and prepare for crisis management in dealing with individual incidents, which can trigger a chain of events. Prof Lui also reminded disciplinary force members to be careful with what they write and post on Facebook. Both the participants and the speakers found the seminar a valuable occasion to enhance mutual understanding of the perception of police power and police role in society.

The Police College would like to thank all for their continuous support for the MDP series and will make every endeavour to explore more avenues for high quality seminars to be held in the coming year.
