Chief Inspector Chung Ling-wing from Kwai Chung Division and Chief Inspector Chan Kin-kwok, Sai Kung Divisional Commander, have captured the 3rd Hong Kong Volunteer Award and the Certificate of Recognition Award respectively. At a presentation ceremony on November 6, CIP Chung received his award from Mrs Rita Fan Hsu Lai-tai, while CIP Chan was presented with his certificate by the Chief Executive of the Hong Kong Council of Social Service, Ms Christine Fang.

On hand to congratulate the two officers at the presentation were retiring Assistant Commissioner Cheung Siu-wah, Sergeant Lam Hok-chim, winner of the 2nd Hong Kong Volunteer Award, and Station Sergeant Wong Chi-kong, Executive Member of the Police Volunteers Secretariat and member of the Police Blue Sky Volunteers' Group and the Police Rainbow Volunteers' Group.

Mr Cheung, former Coordinator of the Police Volunteer Services Corps (PVSC), nominated the two CIPs for the Hong Kong Volunteer Award. After two rounds of interviews by the Preliminary Screening Panel and Judging Panel, both formed by celebrities, CIP Chung was selected as the award winner, and CIP Chan was awarded the Certificate of Recognition.

CIP Chung has been a volunteer for seven years, having participated in a wide range of volunteer services. A founding member of the PVSC, which was formed in 2004, he now leads two police volunteer teams, i.e. the Blue Sky and the Kwai Chung Police Volunteer Teams, serving the disabled, elderly and youth. In the past, he led his team members to join the "Hopeful School Project" to help the students in the remote mountainous areas in Guangdong. He also participated in many major fundraisers, such as the 30-hour Famine of World Vision Hong Kong, Oxfam Trailwalker, Hong Chi Climbathon Central Plaza Charity Staircase Run, and the ORBIS Moonwalker. Recently, he was engaged in the New Territories South Regional Volunteer Project, which seeks to enhance the self-confidence and esteem of youth-at-risk.

At present, the PVSC consists of 52 police volunteer teams and last year they contributed more than 100,000 hours of volunteer services to the community.

A volunteer for more than 11 years, CIP Chan initially made use of his acquired skills to train the juvenile in the Police Superintendents' Discretion Scheme. He later formed the Police Rainbow Volunteers' Group, which currently has 170 members, and he is leading the group to participate in various community services, particularly those for the juvenile.

As the secretary of the "Friends of Hope Education Fund", CIP Chan has also participated in many fundraisers, such as the "Huang He Charity 100-km Walk" in China and the "Racing the Planet - Namibia 250-km Run" in Africa, in support of the efforts by the "Friends of Hope Education Fund" to help the orphans of AIDS patients.

Commenting on his award, CIP Chan noted: "I wish my fellow Force members would share my joy of being a volunteer."
