Last year saw a total of three delegations, each comprising a Chief Inspector, two Senior Inspectors and eight Junior Police Officers (JPO), pay five-day thematic visits to the Northumbria Police in the UK, the Netherlands Police and the Ottawa Police Service in Canada. On March 10, three officers, one from each delegation, recounted their overseas exposures at an experience-sharing session organised by the Police College. Chief Inspector (CIP) Andrew Boulton, who led the delegation to the Northumbria Police in July 2009, spoke on "New Approach to Resolve Low Level Crime". In his talk, he recalled the interesting visit to a computer system called "HOLMES 2" which is similar to the Force's MIIDSS. His delegation members exchanged views on intelligence gathering, visited the Sunderland Area Command and had discussion on local policing with frontline officers. CIP Simon Hannaford, who led the delegation to the Netherlands Police in September 2009, gave a talk on the topics of "Recruitment and Retention Systems", "Anti-drug Policy" and "Policing of Ethnic Minority". He pointed out that his delegation members, thanks to a well-organised programme of formation visits, presentations and forums, gained a better understanding of the drug situation in the Netherlands and how this problem was being dealt with. Woman Senior Inspector (WSIP) Jandy Shek was on an overseas study visit to the Ottawa Police in September 2009. Speaking on "Domestic Violence" and "Policing Strategy on Diversity and Race Relations", WSIP Shek recalled the visits to different units and formations, including the Ottawa Police Headquarters, Partner Assault Unit (a task force specialised in dealing with domestic violence cases), and various ethnic minority communities. She also recapped a visit highlight when two JPOs were invited to perform an opening ceremony of the Islamic History Month at the Ottawa Police Headquarters. The experience-sharing session was well received and another one will be held on May 28. |
