To update officers on the latest development of the Interception of Communications and Surveillance Ordinance (ICSO) and its related procedures, the Force's Central Registry, Interception of Communications and Surveillance (CR ICS) held two seminars on April 15 and 21 for a total of over 200 officers at the ranks of Inspector to Assistant Commissioner. Speaking at the opening of the seminar, the officer in charge of CR ICS, Chief Superintendent (CSP) Chau Cho-kei, said the seminar sought to serve two purposes. Firstly, it intended to inform the Force's "ICSO family members" of the forthcoming launch of a computerised searching function to better fulfil the legal requirements for making applications under ICSO. The second purpose was to provide a platform for ICSO family members to share related experience. CSP Chau pointed out that a series of scenario-based ICSO training workshops had been arranged for officers from Regions and Crime Wing units earlier this month to take part in exercises on simulated ICSO applications. He hoped officers would brush up their skills in "this very important investigative tool" after the workshops. The speaker of the seminar, CR ICS Superintendent Au Chin-chau spoke of the dos and don'ts related to ICSO applications, as well as withdrawal and return of registered surveillance devices, providing much food for thought on the rationale and legal points behind. An officer commented on the seminar: "Taking into account the complexities involved in ICSO applications and the general lack of experience in this regard, I find the seminar very useful and practical. I now feel more confident when it comes to making an ICSO application. Also I know whom I should approach if I need any assistance." During the Q&A session, many pertinent questions were raised from the floor, generating constructive discussions on many important topics. |
