Independent Police Complaints Council (IPCC) Chairman, Mr Jat Sew-tong; Vice Chairman, Mr Lam Tai-fai; and four IPCC members - Dr Lawrence Lam Chi-kit, Mr Eric Cheung Tat-ming, Mr Yeung Yiu-chung, and Dr Chan Pui-kwong - visited New Territories North (NTN) Region on May 3.

Accompanying the IPCC members on the visit were IPCC Secretary General, Mrs Philomena Leung; Director of Management Services Tang How-kong, Assistant Commissioner (Service Quality) Wong Fook-chuen, and Complaints and Internal Investigations Branch (C&IIB) Chief Superintendent Duncan McCosh.

NTN Regional Commander Austin Kerrigan and Yuen Long District (YLDIST) Commander Li Kin-fai met the members at Yuen Long Police Station and had a wide-ranging discussion with the guests. Afterwards, Yuen Long Divisional Commander Tsang Fan-kwong and Tin Shui Wai Divisional Commander Wai Hang-mo gave briefings on how frontline officers handle cases of dispute and "Late Night Violence". Following the briefings was a discussion between the IPCC delegation and officers from YLDIST, Emergency Unit and Police Tactical Unit NTN. The IPCC members took the opportunity to explain the roles of IPCC to the officers and addressed their concerns.

So far, C&IIB has arranged IPCC members to visit New Territories South, Hong Kong Island and New Territories North Regions to look into the jobs of frontline officers. Similar visits to other Formations will be organised.
