Second Research Award Scheme launched

Following the tremendous success of the first Force Research Award Scheme (FRAS) in 2008/2009, the Police College runs a second FRAS in 2010/2011, starting from June 1. All Force members, including civilian and auxiliary officers, are welcome to submit research papers throughout the nine-month competition period. Research subjects may cover different policy matters, policing issues or thematic topics related to the Force. The ethical standards of academic research should be respected.

The Chairperson of the FRAS Working Group, Chief Superintendent (CSP) Gavin Brown, expects an even better response and higher research quality in the second FRAS. "Good research should include three elements - originality of idea, clarity of expression and evidence-based methodology," said CSP Brown. He added: "We hope this second FRAS will consolidate Force research efforts and encourage an evidence-based culture in examining Police issues."

Besides the 16 awards in the first FRAS, a new Best Chinese Writing Award has been introduced for the second FRAS. In addition, there will be a supplementary competition for the Best Presentation Award, which will give researchers an opportunity to present their research findings before an audience. The Police College will provide more information about this new initiative in November this year.

To ensure openness and fairness, the FRAS Working Group will again invite the Police College Honorary Advisers and Associates to participate in adjudication and all submitted papers will be subject to blind review. "Apart from the moderation computing programme FACETS, a new programme will be introduced to guard against plagiarism with a view to enhancing the integrity and credibility of the adjudication", said Superintendent Frederic Choi, also a member of the FRAS Working Group.

All papers must be submitted on or before February 28 next year. Eligibility:
FRAS is open to all Major Formations, Formations and individual Force members, including regular officers, auxiliary members and civilian staff.

* One softcopy (saved on CD Rom or diskette)
