Briefings for Discipline Officers and Prosecuting Officers

Taking into consideration the latest development of the Police Discipline System, as well as the roles of a Formation Discipline Officer (FDO) and Prosecuting Officer, the Discipline Division of Personnel Wing's Conditions of Service and Discipline Branch ran three seminars for FDOs and ten workshops for inspectorate officers last month. Both events attracted over 60 senior superintendents and 130 inspectors and senior inspectors from major formations.

Presiding over the seminars for FDOs, Conditions of Service and Discipline Branch Senior Superintendent Iain McNicol and Personnel Wing Headquarters Senior Superintendent Matthew Hemmings provided the officers with useful information, including those on major changes to the Force Discipline Manual, progress of the review of the Police Discipline System, preparatory work for disciplinary proceedings, importance of consistency of disciplinary actions, common problems, standard of case preparation and prosecution, and preparation of requests for legal and other forms of representation in disciplinary proceedings. 

The workshops for inspectorate officers apprised trainees of the latest amendments to the Force Discipline Manual, roles of inspectorate officers conducting disciplinary reviews or proceedings, prevalent disciplinary offences and the new procedures for legally represented defaulter cases.  Superintendent Lee Hang-lam, Woman Superintendents Chan Yuk-chun and Chan Yat-sze, all from the Force Discipline Adjudication Unit, and Personnel Wing Woman Senior Inspector Kathleen Wong shared their experience of conducting disciplinary hearings and other relevant issues.
