TSWDIV rollouts Household Policing Plan

Tin Shui Wai Division (TSWDIV) rolled out a Household Policing Plan at the Tin Shui Community Centre on June 2, attracting hundreds of local residents. The following day, officers, together with members of the Yuen Long District Fight Crime Committee (YLDFCC) and volunteer workers, started paying home visits on a daily basis at the 11 public housing estates in Tin Shui Wai.

TSWDIV and the YLDFCC jointly mapped out the Household Policing Plan in a bid to reinforce police-community partnership, dialogue, interaction and trust. The visiting team collect and collate residents' views for follow-up actions. Those concerning police work will be referred to the units concerned while those concerning livelihood will be drawn to the attention of other government departments or non-government organisations. It is hoped that this approach would not only prevent crime, but also build a harmonious community.

A spirit of co-operation prevailed when Yuen Long District Council Chairman, Mr Leung Che-cheung; YLDFCC Chairman, Mr Lee Yuet-man; Assistant District Officer (Yuen Long), Mr Tsoi Kin-pan; Yuen Long District Commander Chief Superintendent (CSP) Li Kin-fai and TSW Divisional Commander Superintendent (SP) Wai Hang-mo officiated at the rollout ceremony.

Speaking at the ceremony, Mr Leung noted that the Household Policing Plan would eradicate the misconception among some members of the public that the Police are not proactive enough as SP Wai had told the residents, "We will be coming to your door step."

Speaking to media representatives, CSP Li said he was confident that the plan would strengthen the trust between Police and the local community and forge a closer partnership in fighting crime.

Although the Household Policing Plan officially started with the rollout ceremony, the groundwork was laid as early as April when a consultation meeting was held with local leaders, where they expressed support for the plan. Then a series of road shows were held at various estates to promote the plan.

During one of the road shows last month, a woman expressed concerns about foul water dripping from an upper flat, suspecting it to be a malicious act. Police officers following up on the case found that a leaking sewage pipe was the source of the nuisance. The case was then referred to the Housing Department for urgent repairs, and the problem was resolved within two days, earning praise for the police by the woman.
