Officer tells of how intelligence helps crack crimes

Establishing an effective criminal intelligence system counts on frontline officers gathering information while performing their duties. Through consolidation and analysis, such information can be turned into useful intelligence. Woman Sergeant (WSGT) Fung Shuk-kwan of Western District's Special Duties Squad knows this well.

In her 19 years' service in the Force, WSGT Fung has worked in both Uniform Branch and crime units, and has been attached to Task Force for three times and Special Duty Squad for four times. She often comes face to face with offenders, but never gets tired of such job. On the contrary, she regards it as a good opportunity to gather crime information.

Thanks to her good memory and help of the Force Criminal Intelligence System (FCIS), WSGT Fung recently assisted Hong Kong Island, Kowloon East and New Territories South Regions in detecting several serial burglaries.

The first case involved offences of burglary, attempted robbery and indecent assault committed in Wong Tai Sin and Tsuen Wan. Although the image of the suspect the Wong Tai Sin District Crime Squad put on POINT was blurred, the modus operandi enabled WSGT Fung to identify the suspect as the offender she arrested in an indecent assault case two years ago. She immediately submitted an Information Report Form (IRF), with which the suspect was arrested and was subsequently sentenced to five years and 10 months' imprisonment.

Multi-unit co-operation, plus application of an intelligence-led strategy, contributed to detecting a serial burglary on Hong Kong Island. Although members of the burglary syndicate involved evaded the surveillance systems at crime scenes and left the police without useful clues for sometime, Hong Kong Island Regional Intelligence Unit (RIU) 2 successfully obtained the images of the suspects from the scene of one of the burglaries. Analysis linked the burglary syndicate to a number of burglaries committed on Hong Kong Island recently.

When the crime information came to her attention, WSGT Fung identified at first sight one of the suspects and submitted an IRF.

RIU 2 HKI analysed the information through FCIS and immediately identified other members of the syndicate. As a result, the burglary syndicate was completely neutralised.
