SP attends programme |

The Force has started a new exchange programme with South Australia Police (SAPol). Superintendent (SP) Kan Kai-yan, Sham Shui Po Assistant District Commander (Administration), was the first officer attending the one-month programme between April and May this year. In exchange, a Superintendent from SAPol will attend a Senior Command Course in November. During his visit, SP Kan paid a courtesy call on SAPol Commissioner, Mr Malcolm Hyde, and observed SAPol's Senior Executive Group weekly meeting, which was attended by Deputy Commissioner and Assistant Commissioners to discuss current policing issues and report on various projects. SP Kan spent most of his visit in the Eastern Adelaide Local Service Area, which is equivalent to a Police District in Hong Kong. South Australia is a place with cultural, religious and social diversities. SAPol plays a key role in keeping society safe, peaceful and prosperous by engaging different communities. SP Kan studied SAPol's strategies in engaging the community, and observed crowd management and public order events, including a football match and the annual Australia and New Zealand Army Corps Parade, which is the biggest public order event in South Australia. Apart from a Local Service Area, SP Kan visited various units in SAPol, including Performance Management Branch, Crime Service Branch, Ethical and Professional Standards Branch, Anti-Corruption Branch, Police Academy, Emergency and Major Events Section and Special Tasks and Rescue Group. "Before I went to South Australia, I wondered why South Australia has such a low crime rate, compared with other Australian and major European and American cities. Later, I found out the reason was simple - SAPol has a very clear vision and a clear 'Future Direction Strategy'. Officers are extremely hardworking and they take pride in their job," SP Kan said. He added, "The best part of the visit was having a lot of sharing with officers at all ranks. The Force and SAPol have similar structures and ideologies, which make the sharing very meaningful. Indeed different police forces share similar problems in policing and police management and I believe we have learned a lot from each other." For SP Kan, South Australia is a very beautiful place, where all the people and police officers he met were very friendly. He treasured their friendship and the network he built up in SAPol.
