at the Police College on October 2, the Chairman
of the Legislative Council, Mr Tsang Yok-shing, said the Force is "the
best guarantee" for people's stable life and Hong Kong's prosperity.

He
pointed out that in Hong Kong, a metropolis, rallies, processions
and demonstrations have almost become "daily occurrences". As a result,
it has also become a regular duty for police officers to help the
people concerned complete the activities smoothly, and at the same time
maintain social order and protect life and property.
"Hong Kong cherishes freedom and safeguards citizens' rights to air
their views and aspirations. It also upholds the rule of law and
doesn't tolerate any act to break the law. For police officers doing
their best to maintain law and order, mass rallies are a major
challenge and test, particularly those where emotions run high and some
people intend to resort to drastic measures.
"However, having observed the rallies that took place outside the
Legislative Council Chamber, I've no doubt that the civility and
professionalism of the Police and their adoption of effective methods
must have won the respect and trust of the masses," Mr Tsang said.
He added: "What have happened elsewhere in the world, including what
Hong Kong people have experienced in other places, remind us once again
that being able to live in a stable society without the need to worry
about safety is indeed a great blessing.
"Thanks to our Police Force, Hong Kong remains one of the safest cities
in the world."
On parade were 23 Probationary Inspectors and 122 Recruit Police
Constables.
