Force exercise tests multi-agency
response to major incidents

The Force regularly conducts major incident exercises with other government departments and agencies to assess and enhance the ability to deal with emergencies.

The Counter Terrorism and Internal Security (CTIS) Division of Operations Wing conducted a major incident exercise, at the Hong Kong Disneyland from September 2 to 3, simulating a mass casualty situation resulting from a fire in the theme park.

Approximately 400 personnel from various departments took part in the exercise, including the Force's Disaster Victim Identification Unit and Casualty Enquiry Unit, Fire Services Department, Auxiliary Medical Services, Hospital Authority, Home Affairs Department and Civil Aid Services, along with Hong Kong Disneyland staff.

During the exercise, the rescue teams' response procedures were activated, and the Government's multi-agency coordinated response plan to deal with mass casualties formed a key part of the exercise that simulated the scenario that a large number of casualties suffering from various injuries required emergency medical attention at the scene and hospitalisation.

According to the Exercise Director, CTIS Division Superintendent (SP) Choy Yuk-kwong, the exercise was ultimately designed to test the coordination of various multi-agency plans to ensure an overall understanding of the approach to a major incident, and the interoperability of various operational procedures. "In this regard, it was an overwhelming success, with the whole-hearted involvement of a great cross section of the emergency services," he said.

The exercise owed its success to the contribution of all participants, which would help fine-tune the multi-agency response to major incidents, regardless of their natures, said SP Choy.
