KE runs workshops on response to major incidents

Kowloon East (KE) Region has embarked on a series of workshops run by the Regional Operations Wing to ensure a professional and coordinated response at scene to a major incident.

KE Senior Superintendent (Operations) Barry Smith explained: "Over the last few years the Force has quite rightly focused on how we would respond to a terrorist incident, resulting in a dramatic overhaul of our tactics and strategy. At a Regional level we feel we need to also critically re-examine our response to a major incident, particularly in the light of the recently amended Major Incident Manual (MIM). The manual has stated: To ensure an effective response, it is fundamental that all the requirements are quickly identified and met with maximum efficiency."

KE Superintendent (Operations) Ng Shan-ho said the first workshop had been held for the whole management team of Kwun Tong District. "We talked to them about their roles and responsibilities and made reference to an exercise scenario unfolding in their own location. They were then required to set up and man a Forward Control Point (FCP) for a major multi-departmental exercise," he added.

KE Chief Inspector (Operations) Simon Southgate was quick to point out that they were also looking for ways to improve the MIM. "It is by definition a living document and we hope that by exercising and discussing the guidelines in detail we will be able to suggest amendments and improvements to Police Headquarters for their consideration."

Finally summing up the objectives of the workshop, KE Regional Commander Suen Kwai-leung said: "A major incident can befall us at any time and it is vital that our initial response is timely and professional as everything thereafter is built on this foundation."

More workshops will be held in the coming weeks in Wong Tai Sin and Sau Mau Ping Districts.
