Commissioner Tang King-shing and a party of officers attended the 79th
INTERPOL General Assembly in Doha, Qatar from November 8 to 11. The
General Assembly is INTERPOL’s supreme governing body. It meets once a
year and makes all major policy decisions. The 79th session brought
together more than 650 police chiefs and senior law enforcement
officials from 188 member countries.

Superintendent So Kam-sing and Liaison Bureau Senior Superintendent
Lawrence Wong joined the Commissioner at the assembly as part of the
Mainland delegation. INTERPOL Hong Kong, China is a sub-bureau of the
National Central Bureau (NCB) in Beijing.
During the four-day session, major strategic initiatives and anti-crime
activities were discussed, particularly in the areas of public safety,
terrorism, organised crime and fugitive investigation and apprehension.
There was also an unanimous endorsement for the creation of the
INTERPOL Global Complex to house a 24-hour operation and support centre
in Singapore by 2014. The meeting also had a fruitful discussion on the
way to elevate the legal standing of the INTERPOL Red Notice, which is
a useful tool to locate fugitives wanted by different law enforcement
agencies in the world.
The next General Assembly is scheduled to take place in Vietnam in
November next year.
Symposium on Police Studies
Earlier, Mr Tang led a 26-member Force delegation of Formation officers
and staff association representatives to attend the 5th Symposium on
Police Studies of the Strait cum Hong Kong & Macau in Suzhou from
October 18 to 22. Over 200 police officers, experts and academics from
the participating parties attended this annual event to discuss the
main theme of "Crimes in the Information World and Police
Collaboration".
During the symposium, the Force presented four research papers - "New
Features of Cross-Boundary Organised Crime and Co-operation to Combat
in the Context of Information Society" by Organised Crime and Triad
Bureau and Narcotics Bureau, "Strategic Management in the 21 Century
Information Society - Practical experience in Hong Kong and the
Mainland" by Liaison Bureau, "How to Apply Community Policing into
Police Information Strategy Planning" by Information Systems Wing and
"A Holistic Approach to Technology Crime Management" by Commercial
Crime Bureau.
In addition, three other papers were also published in the journal for
the symposium: "Enhancing Police Professionalism in the Changing World"
by Service Quality Wing, "Child-focused Child Protection Strategy and
Method: Hong Kong Police Experience Sharing" by Child Protection Policy
Unit and "Strategy on Handling Mentally Disturbed Persons - Risk
Management and Comparative Studies in Kowloon West Region" by two
Kowloon West officers.
Following the symposium, the delegation visited a local police station
and the Command and Control Centre in Suzhou, as well as the Shanghai
World Expo.
The symposium is an annual event to share knowledge and best practices,
and to enhance co-operation and partnership among the participating
parties. All the submissions received from the participants will be
kept in Force Library and uploaded to the Knowledge Management Portal.
The Force will host the symposium next year.
