PPRB SSP talks on PR strategy in Beijing |

At the invitation of the Department of Publicity of the Ministry of Public Security (MPS), Police Public Relations Branch (PPRB) Senior Superintendent (SSP) Tsang Yim-sheung, Chief Inspector Lee Ka-yin and Senior Inspector Wong Mui conducted a seminar on public relations strategy and community and media relations in Beijing from November 9 to 12. The seminar was co-hosted by the China Public Security (Police) University in Beijing. The seminar was attended by Mr Wu Heping, Director General of the Department of Publicity and Spokesperson of the MPS, and Mr Sun Jianguo, Vice-president of the China Public Security (Police) University. There were also around 50 other participants from all around the country, including officials from some of the major municipal and provincial MPS offices who are responsible for public and community relations, as well as experts and professors in the field from the China Public Security University. The seminar began with a presentation on an overview of Hong Kong and the Force, in which the characteristics of Hong Kong as a dynamic and vibrant city and the roles and performance pledges of the Force were introduced. Furthermore, the Force Strategic Direction on "Engaging the Community" was introduced to illustrate the efforts and importance in engaging the diverse and rapidly changing communities in Hong Kong. In a bid to achieve this, PPRB, through its Support, TV & Films and Junior Police Call sections, acts as the bridge between the Force and the public to engage people from different strata of society. Community projects and activities are organised to foster closer co-operation and communication, rally support from the community and strengthen public confidence and trust. PR

Other major topics of the seminar were "Police PR Strategy" and "Co-operation with the Media". SSP Tsang shared her practical experience in media and community relations with the participants, and used real case scenarios to explain the professionalism, techniques and skills required to build a close, long-term and constructive partnership with the media. Mr Liu Dawei, Spokesperson of the Office of the Beijing Municipal Public Security Bureau, commented that he had attended similar seminars in other countries, but, owing to cultural differences, the strategies and ideas viable in western societies might not be applicable to the Mainland, whereas references could be drawn from the experience of community relations accumulated by the Force over the years. Through the seminar, participants were also able to acquire the skills, which are required in working with the media and in enhancing self-confidence. He described the seminar as "inspirational and forward-looking". Through co-operation with the MPS, the Force has successfully established a sustainable platform for future exchange and liaison, which are conducive to the development of Police PR strategy in both China and Hong Kong.
