NB, HKCDSC to run anti-drug education programme

Narcotics Bureau (NB) and the Hong Kong Catholic Diocesan School Council (HKCDSC) will carry out a two-year education and publicity programme between February 2011 and December 2012 in a bid to steer youngsters clear of drugs. A total of 6 500 teachers and 93 000 students from 124 primary and secondary schools will participate in this large-scale project.


The objectives of the project is to provide an opportunity for participating teachers and youths aged between nine and 18 to:

* identify the common causes of taking drugs;

* identify the drugs commonly abused and their harmful effects;

* equip themselves with will power and skills to resist drugs;

* understand more about drugs-related legislation;

* set positive life values; and

* assist in promoting anti-drug education and promotion activities.

The project is scheduled to kick off with an opening ceremony at the Happy Valley Racecourse on February 25 next year. Participating in the ceremony will be some 6 000 students and teachers as well as over 270 police volunteers.

The Governing Committee of the Beat Drugs Fund Association has earmarked around $3 million to finance the whole programme.

NB will offer full assistance to HKCDSC in carrying out the project. Supports have also been sought from the Narcotics Division of Security Bureau, Education Bureau, Hospital Authority, Correctional Services Department, Shek Ku Chau Drug Treatment and Rehabilitation Centre and non-governmental organisations to contribute to the contents of e-learning packages, interactive dramas and out-reaching programmes. A total of 273 officers from NB and six Regions have signed up as volunteers for the project.

Seminar on dangerous drugs

Meanwhile, 250 officers, including School Liaison Officers, attended a seminar on the dangerous drugs commonly abused in Hong Kong at Police Headquarters on November 25. The seminar was held especially for those officers who perform anti-drug duties, play a liaison role on anti-drug issues, deliver anti-drug abuse talks or have enrolled as volunteers for the "Building a Healthy School Together" project.

At the seminar, NB Superintendent (Operations) Fok Lok-sang talked on the latest trend of dangerous drugs; Consultant and Deputy Director of the Hospital Authority’s Hong Kong Poison Information Centre, Dr M L Tse, on the harmful effect of psychotropic drugs; officer in charge of the Hong Kong Christian Service PS33 - Centre for Psychotropic Substance abusers, Ms Clara Ho, on drug abusers'characteristics and psychology; and NB Chief Inspector (Operations) Fan Chor-fun, on anti-drug publicity activities.
