PLO upgrades Licensing System for better services

To keep abreast of the times and to uphold Force's motto of "We Serve with Pride and Care", the Police Licensing Office (PLO) has undertaken, inter alia, an improvement project known as "Enhancement to Central Licensing System (CLS)". The project aims at speeding up processing of permit applications with better information security for the 600 000 security personnel in the territory. 

Furthermore, with effect from December 1, the PLO has formally upgraded one of the targets contained in its performance pledge - reducing the time for processing security personnel permit (SPP) applications - from nine to six days.

Greater cost-effectiveness

The PLO succeeded, in co-operation with Information Technology Branch (ITB) and Efficiency Unit, in launching the upgraded CLS in the middle of last year, which has significantly increased the efficiency in processing SPP applications. The upgraded CLS features a larger storage capacity and speedy data processing, which expedites licensing and strengthens data protection. On receiving information and proof from an applicant for SPP at the service counter, the PLO provides instant one-stop service for new and renewal permit applications or
re-applications. The functions of automatic generation of letters and statistical analysis introduced into the system, not only save  PLO manpower but also facilitate its work.

 Further protection of personal data

The upgraded CLS also provides audit-tracking function, which enables the PLO to monitor and examine all access to the system more effectively for access compliance in terms of legality, reasonability and necessity. In addition, the e-alert feature allows early identification of ineligible SPP application cases. Data checking conducted automatically in the system reduces staff involvement and offers greater protection of personal data.

Response to change and improvement

To deliver quality services, the PLO has carried out surveys, inviting permit applicants to express their views on its services. The surveys show that over 90 per cent of the respondents were highly satisfied with its services, and had confidence in its service delivery. The upgraded system expedites the entire application procedure and shortens applicants' waiting time. 

Furthermore, in pursuit of service excellence, the PLO has also upgraded the Central Licensing and Registration System to handle the growing number of applications for various licences, including General Licence, Money Lenders Licence and Societies Registration, with a view to meeting the needs of the public.
