Officers get updated on Mainland

Traffic Branch Headquarters Senior Superintendent Ng Ho-chun led a study delegation to attend a Mainland Study Programme at the China People Public Security University last month.

The 16-member delegation spent five days at the university, attending lectures, and then left for Chengdu in Sichuan on a four-day visit, calling at various units, including the Sichuan Provincial Police Department and the Chengdu Municipal Police Department.

The study programme has been designed to enhance delegation members' understanding of the developments, contemporary crime, and police work on the Mainland.

During lectures in Beijing, leading experts on Law and Criminology from the China People Public Security University and representatives of the Hong Kong and Macao Affairs Office of the State Council gave lectures and conducted in-depth case studies and discussions on a wide range of topics. The topics included contemporary Chinese history, police and judiciary systems on the Mainland, theory of policing, criminal psychology, "One country, two systems" and the Basic Law for Hong Kong.

While in Chengdu, delegation members visited the Chengdu Police Command Centre and watched a video on the rescue operation carried out during the 512 Sichuan Earthquake. Under the command of the Central Government, the Chengdu Police worked closely with local government units, the Armed Police Force and the People's Liberation Army for disaster relief, crowd control and public security. The members were impressed with the mobilisation of resources, dissemination of information, and on-site rescue during the operation.

At a seminar, the host spoke of the traffic management in Chengdu. In return, the delegation gave a presentation on the roles of Traffic Branch Headquarters in disseminating, coordinating and implementing traffic policies and liaising with government bureaux and departments. Delegation members also shared their experiences of traffic management in Hong Kong and the results achieved.

The members see the study programme as an excellent opportunity to acquire more knowledge of the Mainland and to forge closer ties with their Mainland counterparts.
