Commissioner Tang King-shing inspected a passing-out parade of 31 probationary inspectors and 204 recruit police constables at Police College on January 8.

In his speech, Mr Tang told the graduates: "Your mission is to uphold the rule of law, to fight crime, and to safeguard and protect life and property, so that Hong Kong remains one of the safest and most stable societies in the world."

He encouraged the graduates to adhere to the qualities of "benevolence, wisdom and bravery".

"The 'benevolent' person is one with integrity and honesty, acts fairly and impartially, respects individual rights and shows understanding for others, and endeavours to work in partnership with the community and the public.

"The 'wise' person keeps abreast of the times, continually improves in order to cope with environmental changes as best as possible, remains flexible and strives for excellence.
 
"The 'brave' person has the big courage to accept responsibility and accountability, and never retreats in face of adversity," he said.

He pointed out that "benevolence, wisdom and bravery" summed up the Force values and reminded the graduates to dedicate their efforts to putting these three basic elements into practice in dealing with people and issues.

He noted that serving as a police officer was not just an ordinary job, but also a lifelong commitment to serving the people.

"Frontline posts are an integral part of policing work.  Since you are the immediate link through which the public interfaces with the Force, your every word and action affect the public's perception of and confidence in the Force," he said.

Under the basic principle of acting according to law, Mr Tang hoped the graduates would realise the qualities of "benevolence, wisdom and bravery", and exercise patience, understanding and care in all of their dealings, and respect people, whether they are victims, informants, witnesses or suspects.

Upon leaving the Force, Mr Tang thanked his colleagues in the Government, prominent members of society and the general public for their big support for the Force.

"I also wish to thank all members of the Force for the encouragement, support and care they have given me over the past 30 plus years.  Indeed, I take pride in serving in such a professional and caring police force."
