Chairman of the Independent Police Complaints Council (IPCC), Mr Jat Sew-tong, and Vice-Chairman, Mr Lam Tai-fai; accompanied by IPCC members Mr Yeung Yiu-chung, Dr Chan Pui-kwong, Dr Lam Chi-kit, Mr Cheung Tat-ming and Mr Ma Yan-kwok, and Secretary-General Philomena Leung, visited Kowloon East (KE) Region on December 14 last year.

Accompanying the IPCC members on the visit were Director of Management Services Tang How-kong, Assistant Commissioner (Service Quality) Wong Fook-chuen and Complaints and Internal Investigations Branch (C&IIB) Chief Superintendent Duncan McCosh.

Acting KE Regional Commander Blake Hancock greeted the visitors at KE Operation Base and introduced the work of his Region. Officers of Traffic KE then conducted a power-point presentation on traffic duties and shared their work experiences. Following the presentation, the members met about 50 officers from KE as well as some from other Regions at an open forum where the IPCC Chairman explained IPCC roles to the officers and emphasised fairness in investigating complaints.

Last year, C&IIB arranged IPCC members to visit the five land regions, and will continue organising visits for them to listen to frontline officers' views.

The open forum enhances the understanding between the visiting IPCC members and officers from Kowloon East and other Regions
