SIPs look at police administration in Canada |

With the arrangement of Police College, Senior Inspector (SIP) Benjamin Tse of Criminal Intelligence Bureau and SIP Terry Fang of Crime Kowloon West have attended a three-week Senior Police Administration Course (SPAC) at the Canadian Police College and spent a weeklong attachment to the Ottawa Police Service. The SPAC is designed specifically for law enforcement officers who have supervisory experience and are ready to accept the challenges of more senior and complex managerial posts. A problem-based learning model is used in the course for applying skills in the workplace. The course also provided an opportunity to exchange ideas with police managers from a variety of Canadian and foreign police agencies. During the three-week training, the two SIPs shared good practices with other police officers and had their abilities in strategic planning, problem solving and issue analysis enhanced. SIP Tse pointed out that the course aimed at equipping police managers with the modern managerial concepts that can be utilised practically in the workplace. During their attachment to the Ottawa Police Service, the two SIPs looked at frontline policing in the capital of Canada, and received briefing on the mechanism of intelligence gathering, community policing, quality assurance and risk management. "The overseas training was invaluable in helping us broaden our views on international policing. More importantly, it also benefited our networking with international police agencies," said SIP Fang.
