The Force Research Award Scheme (FRAS) is one of Police College's initiatives to promote systematic and evidence-based research across the Force and it is organised in a two-year cycle. Force members and Formations are encouraged to submit their research findings, either from their private studies or the workplaces, to compete for the 17 awards for quality papers. The deadline for paper submissions to the 2nd FRAS is February 28. Head of Police College's Research Centre, Superintendent (SP) Frederic Choi, told OffBeat: "FRAS is in fact a knowledge management platform for better collaboration and knowledge sharing in policing-related researches. It serves to enhance the Force's research capability and build up a research repository in preparation for presentations at international or regional conferences in policing studies." Following the best practices in the first FRAS, the present round of the competition will continue the Fair-Just-Open Adjudication Model that involves blind-reviews by the adjudicators and moderation of individual papers' aggregate score by the "Rasch" model and "Facets" computer software. "A new electronic software, 'Turnitin', is introduced in this FRAS to check against possible plagiarism before the adjudicating process, which will increase the originality and credibility of FRAS papers," SP Choi added. The assessment criteria will be based on four principles, namely relevance (30 percent), originality (30 percent), clarity (20 percent) and structure (20 percent). Best Presentation Award
Besides the research paper competition, a Best Presentation Competition will be held to give recognition to those officers who can professionally present their research results. Authors of the papers submitted to both the first and second FRAS are eligible to enter this competition. The entrants are required to orally present their research papers in 15 minutes, during which their delivery skills, structure, time management and use of visual aids will be examined. After having indicated their interest in this award by February 28, entrants are required to submit their presentation materials by April and participate in the pre-selection, which has been tentatively scheduled for May this year. The best three will qualify for the Final for real time presentation at the FRAS Presentation Ceremony on September 14. Adjudicators / Panel Judges
Twelve Police College Honorary Advisers and Associates will form the adjudication group for the research papers while another three will serve as panel judges for the Best Presentation Award at the Final.
