Railway District (RAILDIST), in conjunction with Crime Wing Headquarters, hosted a Force-wide Anti-pickpocketing Seminar at Police Headquarters on January 11 for over 250 officers from major Formations. The seminar aimed at beefing up RAILDIST's intelligence gathering, Formations' capability to tackle pickpocketing and to forge better rapport among Formations by sharing intelligence and mounting joint operations against pickpocketing activities. In his opening address, RAILDIST Commander Cheng Kwok-hung said the seminar formed part of his District's "Light Fingers" Project and served two objectives: "to learn through sharing" and "to establish effective networking amongst Formations for fighting pickpocketing." The six speakers of the seminar came from different Districts and have a wealth of experience in mounting anti-pickpocketing operations. They are Station Sergeant (SSGT) Man Tat-fai from Kwun Tong District, Sergeant (SGT) Li Siu-wa from RAILDIST, SSGT Chui Yiu-wing from Yau Tsim District, SGT Lee Cheong-man from Mong Kok District, SGT Yeung Man-kin from Wan Chai District and SGT Yim Wing-hang from Tsuen Wan District. The speakers analysed culprits' modus operandi and shared their experiences of tackling the crime. They also spoke about how they had formed effective networks among Districts for fighting pickpocketing. The speakers supplemented their talks by showing the videos they had produced. A member of the audience, Superintendent Chow Yat-ming of Crime Headquarters, made an impromptu talk on his experience of collecting evidence and exhibits during an anti-pickpocket operation. Finally the speakers and members of the audience exchanged contact details in a bid to forge networking for fighting the crime. Kowloon
