At the invitation of Commissioner Tsang Wai-hung, a four-member
delegation from the Ministry of Public Security (MPS), headed by Mr Cai
Anji, Political Department Head of the Ministry, participated in the
Sponsored Mainland Visitors Programme hosted by the Information
Services Department from March 28 to April 1.

During his stay in Hong Kong, Mr Cai
visited various Government departments and organisations, such as
Department of Justice, Constitutional and Mainland Affairs Bureau,
Central Policy Unit, Immigration Department, ICAC, Financial Services
and Treasury Bureau, as well as the Legislative Council.
The delegation paid a courtesy call on CP and both parties had an
in-depth discussion on police management and training. At the meeting
Mr Cai made an impromptu demonstration of his flair for Chinese
calligraphy by writing the Police motto of "We Serve with Pride and
Care".
Mr Cai also gave a talk on the current policing reforms by Mainland
public security authorities to officers at Inspectorate rank and above,
covering the new concepts of community administration, the recent
developments on the Mainland and the corresponding reforms by public
security authorities.
In his visit, Mr Cai obtained first-hand information on the latest
situation in the HKSAR and the opportunities and challenges it is
facing. His visit will help to bolster the co-operation and exchanges
between the HKSAR and the Mainland.
