RPC, PI selections refined to recruit right candidates

To better conform to the HR Principles of Force Efficacy and Equal Opportunity, Personnel Wing has recently reviewed and refined the selection processes for recruitment of Recruit Police Constables (RPC) and Probationary Inspectors (PI). The refinement aimed at making the processes more capable of meeting job requirements and reducing misperception that the ethnic minorities might be discriminated in the selection processes.

Reducing misperception of discrimination

Cultural diversity would bring extra strength for the Force. Force members well versed in foreign languages are valuable asset for policing major events, such as the Sixth Ministerial Conference of the World Trade Organisation in 2005 and the Olympic and Paralympic Equestrian Events in 2008.

Under the revised RPC selection process, extra scores will be awarded to candidates with foreign language skills such as Hindi, Urdu, Nepali, Tagalog, French, German, Korean or Japanese. Their foreign language proficiency, both written and oral, will be tested during the Group Interview (GI) with the help of a part-time interpreter.

In addition, RPC candidates possessing a pass in five subjects in the HKCEE (including English but not Chinese language) will be arranged to attend the Government Standard Examination, Chinese. This is an additional service and will benefit candidates who do not possess the Chinese language proficiency qualification from public examinations. The arrangement will also help to expand the pool of potential candidates, including ethnic minorities, by providing an alternative arrangement for meeting the Chinese language proficiency requirement for civil service appointments. The existing language proficiency requirements for police work will remain unchanged.

Refined process better reflects job needs

A job-related "Practical Incident Handling Test" will be introduced in the GI stage of RPC selection to assess, amongst other things, the candidates' communication ability in both Chinese and English languages, as well as ability of judgment and fact-finding. RPC candidates will be required to watch two videos on police-related incidents and then give a simple account of the incidents in Chinese and English. Candidates will no longer be required to answer three questions in Chinese in the form of "Additional Information" which were misperceived by some as additional Chinese language test.

Finally, the current format of the English Task Paper and the Chinese Task Paper in PI Written Examination has also been revised to make it more effective in meeting job requirements, such as drafting replies to the public, preparing simple reports, analysing fact and making recommendations or preparing press release on matters of public concern.

Implementation

Implementation of the revised procedures will start on May 1. The Force is an employer promoting and practising the principle of equal opportunities. Applicants will go through a stringent selection process designed to critically assess their suitability.
