Tai Po District (TPDIST) launched the Other Learning Experience (OLE) Programme in conjunction with the secondary schools in Tai Po last year. Encouraged by the popularity of the programme among teachers, parents and students, TPDIST has kicked off the OLE Programme 2011 known as "Drug Fighting Elite Scheme" under the banner of TP Junior Police Call (JPC).

TPDIST hopes that the students participating in the scheme would steer clear of crimes by getting better understanding of the stages a criminal would go through - from getting arrested to appearing in court and receiving sentencing.

Shortly after the 2011 programme was launched, over 40 students enrolled in the programme. The programme's first activity - "Arresting Culprits Operation" - was held on March 19 at the TP JPC Club House. The participating students were given an introduction to police powers and procedures for carrying out stop and search operations on streets, as well as the law related to common juvenile crimes such as possession of dangerous drugs and theft.

Students were then given the chance to apply what they had learned in two simulated exercises - one involving possession of and trafficking in dangerous drugs while the other being a theft on a playground. In each scenario the students played the roles of police officers and planned operations to arrest the "culprits" who were played by real police officers.

After being arrested, the "culprits" were taken to the Tai Po Police Station, where the students visited the Report Room and station cell under the guidance of real police officers. They also visited the Identification Parade Room and took a close look at the equipment carried by an emergency car.

The youngsters have more confidence in officers' ability to maintain law and order
