IPCC Chairman meets Commissioner-rank Officers

The Chairman of the Independent Police Complaints Council (IPCC), Mr Jat Sew-tong, and Vice-chairman, Dr Joseph Lee Kok-long, joined Commissioner Tsang Wai-hung, Senior Directorate and other Commissioner-rank Officers for an informal luncheon meeting at Police Headquarters on July 5.


At the lunch, Mr Jat spoke of the roles of the IPCC and its relationship with the Force. He emphasised that, whilst the IPCC primarily had a monitoring role to oversee the handling of complaints against police, he hoped to work with Force senior management to identify the police services that could be improved for the benefit of both the community and Force members. He also spoke about his outreach visits to frontline formations and pointed out that after visiting nearly all Major Formations, IPCC members had a far better understanding of the challenges faced by frontline officers.

Mr Jat also emphasised the need for the complaints system to strike a balance by providing a consistent and high quality service to the public whilst also ensuring that the honest mistakes or occasional lapses would not affect out of proportion officers' overall performance or careers. The IPCC had a role to help the Force enhance its communication with the community to improve mutual understanding and co-operation, he added.
