With a view to further preventing and reducing complaints against police, Kowloon West Regional Complaints Prevention Committee has produced a series of complaints prevention videos after examining real case scenarios submitted by various Formations. Among them, a 13-minute video was earlier nominated to compete for the 20th QUESTAR Awards, an international film competition organised by an international communications assessment organisation, MerComm, Inc.

The Awards drew over 100 entries from all over the world, including the Mainland, United Kingdom, United States of America, France, Germany, Denmark, Australia, Canada and Singapore. The police video stood out from the rest of the entries and clinched the Corporation (Staff Training) Silver Award.

The subject matter of the video concerned the stop-and-search of a South Asian national by a police officer on beat patrol, during which misunderstanding arose, leading to an unpleasant incident due to difference in cultures and backgrounds as well as language barrier. Afterwards, a social worker and the man were invited to give their views on the action taken by the Police, and their suggestions were taken into consideration for the production of the video.

Police Constables Ng Chun-sen and Lo Chi-wai, who produced the video, are very excited about winning the Award, and hopesofficers would be inspired by the video. Both pointed out that they wanted to present police work from various perspectives by re-writing some real cases, taking into consideration the views given in person by the people involved. They believe the video would make officers more aware of complaints prevention.

Chairman of Kowloon West Regional Complaints Prevention Committee, Yau Tsim District Deputy Commander Chung Sze-pong, commented: "It is really encouraging that the number of complaints recorded during the first half of this year shows a sharp fall of nearly 27 per cent, compared with that of the same period last year. The measures taken by the Force in recent years for officers at all ranks to prevent complaints have proved successful. However, officers should not remain complacent, and we will keep on monitoring the trend of complaints, taking corresponding measures and arranging tailor-made training for officers."
