Force hosts course on strategic intelligence

The Force has hosted at Police College a two-week Strategic Intelligence Course (SIC), which is the product of the partnership among the Australian Federal Police (AFP), Australian Crime Commission and Charles Sturt University. Officiating at the opening of the SIC were Director of Crime and Security Lo Wai-chung and AFP Deputy Commissioner, Mr Michael PheIan.

Thanks to the close working relationship and collaboration between the AFP and Criminal Intelligence Bureau (CIB), the SIC was held outside Australia for the first time.

CIB Superintendent (SP) Andy Naylor, who has attended the SIC in Australia and is a tutor of the course in Hong Kong, said: "The course aimed at providing participants with working knowledge of strategic intelligence, research methods, analysis tools, project management and risk assessment in identification of issues that may pose challenges or threats to the Force from the criminal environment over the next two to five years."

The course presented a tremendous opportunity to promote intelligence sharing between the AFP and the Force through the adoption of common strategic intelligence methodology. It also enabled both Forces to enhance intelligence liaison with law enforcement agencies in Southeast Asia, SP Naylor added.

A total of 14 Force members, two AFP officers and four security officers from the Mainland were presented with certificate in Strategic Intelligence by Charles Sturt University after completing the SIC. For her outstanding performance in the course, Woman Chief Inspector Pang Siu-chun of Security Wing was awarded a scholarship by the university to study for a graduate certificate in criminal intelligence.
