LLB members on 'Night Visit' to liquor licensed

While the Liquor Licensing Board (LLB) is the statutory body to issue liquor licences, the Force plays the role of a key enforcement agency. To further improve the co-operation between LLB and the operational units, Police Licensing Office arranged the annual "Night Visit" for LLB members on November 19. It was a fact-finding bid to allow the members to understand better the operational environments of different types of liquor licensed premises and the enforcement actions taken by the Force. Led by their Chairman, Mr Stephen Yau How-boa, LLB members visited the upstairs bars, clubs and pubs in Wan Chai and Central. Participating in the visit were Permanent Secretary for Food and Health (Food), Mrs Marion Lai Chan Chi-kuen; Director of Food and Environmental Hygiene, Mr Clement Leung Cheuk-man; and officers from Food and Health Bureau, Food and Environmental Hygiene Department, Fire Services Department, Buildings Department, Environmental Protection Department, and Wanchai and Central Police Districts. They discussed, and exchanged views of, the situation of upstairs bars, imposition of additional licence conditions, fire safety and handling of noise complaints. The visit succeeded in not only giving LLB members a better idea of the enforcement situation in respect of liquor licensed premises, but also providing a better dialogue among LLB, policy bureaus and departments for processing applications for liquor licences.
