The Research and Inspections Branch of Service Quality Wing (SQW) recently organised for a total of 200 officers two one-day introductory seminars on the European Foundation of Quality Management (EFQM) Business Excellence Model in the Multi-purpose Hall at Police Headquarters. This is the first major step to introduce the excellence model to officers, in preparation for the rollout of a new Force inspection process in 2012, which will be based on the EFQM conceptual framework. The seminars were facilitated by Mr Gordon McCallum of Quality Scotland, who is a Business Excellence Master Assessor and Lead Assessor for the EFQM prestigious Excellence Award and a Mentor for Quality Scotland's Excellence Awards programme. He was ably assisted by a number of Force members who have been accredited as EFQM assessors. The Force has a long association with Quality Scotland dating back to 2002. Since then, every year a number of officers have attended EFQM courses in Scotland for accreditation in the principles. For the rollout of the new inspection process next year, Mr McCallum was invited to share his expertise with more Force members, concerning how the EFQM Excellence Model can be adapted for the Force inspection framework. Said Mr McCallum: "The EFQM Excellence Model has been adapted for use by many large organisations and government agencies throughout the world, including most UK Police Forces. The EFQM organisation has helped many organisations in various sectors on their journey towards Excellence." Mr McCallum also ran two accredited assessor-training courses for officers from each of the six regions. The training concluded on November 24 with 12 officers being accredited as EFQM assessors. These officers will act as advisers to their regional personnel and will play an important role to assist with the Force inspection process in future. Assistant Commissioner (Service Quality) Wong Fook-chuen presented a Force souvenir to Mr McCallum after making a closing address, in which he commented: "It is a pleasure to have an expert deliver such seminars to the Force. The contents of Gordon's presentations on the EFQM are well received by the audience. The seminars are the first step to raise awareness for next year's roll-out of the new inspection process."
