Chief Superintendent (CSP) Toby Chow, Chief Inspector (CIP) Sean Lin and Senior Inspector (SIP) Hardaway Lam attended the 13th INTERPOL Asia-South Pacific Working Party (ASPWP) on Information Technology (IT) Crime Annual Meeting and the 12th Cybercrime Technology Information Network System (CTINS) Annual Conference, both jointly held in Tokyo, Japan, from December 5 to 7.

The meetings attracted a total of 28 participants from 11 countries within the Asia-South Pacific region. Apart from law enforcement officers, representatives from the private sector and academia also joined the meetings to discuss the latest developments in the illegal use of technology by criminals. The latest investigation techniques, case studies of common interest and training initiatives against IT crime were also presented during the sessions.  Discussions amongst the participants demonstrated the close co-operation in fighting IT crime.

In his opening address as Chairperson of the Working Party, CSP Chow highlighted the consequential benefits and opportunities for criminals brought by IT advancement.  He pointed out that IT crime investigation called for combination of high-tech knowledge, traditional investigation skills and, most importantly, multi-agency co-operation at international level. “This is the main reason for the establishment of the Working Party,” he pointed out.

As one of the speakers, SIP Lam introduced the IT crime situation in Hong Kong and described the Force’s Technology Crime Division as the leading IT crime unit in the city.  He also spoke of the Force’s IT crime investigation capability and the professional handling of mobile devices containing digital evidence.

Being the Force’s IT Security Officer, CIP Lin shared and exchanged knowledge with overseas delegates on how to transfer and export skills to develop information security management systems for police forces.
