To promote active participation in the criminal intelligence gathering process, New Territories South (NTS) Region formed an Informer Handling Cadre in May 2010. Consisting of crime officers with knowledge and experience of handling informers, the cadre screens, recruits and handles potential informers referred by frontline officers who may not have time or expertise to do so.

To enhance the professionalism of members of the cadre, the Regional Intelligence Unit NTS, in conjunction with Criminal Intelligence Bureau (CIB), ran a one-day Informer Handling Training Session at NTS Regional Headquarters for 60 officers eager to upgrade their skills and knowledge of handling informers.

At the session, NTS Senior Superintendent (SSP) Crime Eddie Ma shared his experience of dealing with informers whilst working in CIB. He emphasised the importance of informer handling in the criminal intelligence process, and encouraged the audience to actively gather intelligence from informers.

SSP Ma then presented letters of appointment to 48 new members of the Informer Handling Cadre. Following the presentation, speakers from CIB gave a presentation on the informer handling process, foundation knowledge of relevant orders and procedures, and skills and techniques of informer handling. Sharing their own experience with the participants, the speakers also offered advice on how to avoid the pitfalls in informer handling.
