PNC conducts negotiation training in Yunnan

At the invitation of the Yunnan Provincial Public Security Bureau (PSB), the Police Negotiation Cadre (PNC) recently sent a delegation to Kunming to conduct an "Introductory Crisis Negotiation Course" for Yunnan PSB officers. This was the sixth training course since PNC teamed up with Mainland PSB units in 2003 for conducting such training. The other courses were held either in Hong Kong, Shanghai or Beijing.

The PNC Delegation was headed by Senior Superintendent (SSP) Fung Wai-kin, Deputy Officer-in-charge of PNC. Other team members included Superintendent Cheung Man-ching, Senior Inspector Yu Kong, Sergeant Ko Man-chiu and Sergeant Yim Ming.

The 48 trainees attending the course came from the PSB units in major cities in Yunnan, including those related to counter-terrorism, special task, anti-riot, public security, CID work and airport. The Yunnan Border Defence Bureau also sent a team to join the course, while officers from the police colleges in Yunnan also attended as observers. 

The training course consisted of both theory and a practical exercise, mainly divided into daytime classroom lectures and nighttime drills.  Through an interactive mode of teaching, trainees were able to master the crisis negotiation skills for handling terrorism and criminal cases.

Commenting on the content of the course and the quality of the Force instructors, Mr Feng Chao from People's Police of Special Task Sub-Division, Lijiang City PSB, said: "I have gained new knowledge in respect of the importance, methods and purposes, skills and principles of negotiation. The instructors are devoted to their job and good at giving guidance and motivating the trainees to think and discuss."

As regards design of the course and mode of teaching, Ms Dai Yinmei from the Counter-terrorism Division, Kunming City PSB, commented: "The course is scientific, combining theory with practice. We are able to reinforce what we have learned with practical exercises."

At the closing ceremony of the course, Mr Li Ming, head of the Counter-terrorism Unit of Yunnan PSB, pointed out that fighting terrorism is an important aspect of Yunnan's policing work and negotiation is the most important part of that job. "Therefore, we badly need police negotiators who are well versed in theory, experience and application of skills," he noted.

In response, SSP Fung said it was a great experience for PNC members to work with their Mainland counterparts. "On this occasion, through the exchange between Yunnan and Hong Kong, we have learned from each other, encouraged each other and made progress together," he added.
