A total of 15
officers from District Investigation Teams (DIT) took part in a study
visit to Guangzhou from February 20 to 23. Led by Chief Inspector Crime
Kwan King-pan from Eastern District, the delegation comprised two
Detective Inspectors, two Detective Sergeants and 10 Detective
Constables.

The visit was one of the recommendations made by the Force Study Team
on Recruitment and Retention of Crime Officers at District Level. In
2011-12, Crime Wing started organising an Overseas and Mainland Study
Visit Programme for DIT officers, making four visits per year. Designed
to enhance the capability and career development of frontline crime
officers, the programme made a promising start with the first
successful visit to the Criminal Investigation Department of the
Singapore Police Force in September last year.
After being welcomed by Mr Ye Suiyi, the Chief of Hong Kong and Macao
Affairs Liaison Division, Crime Investigation Bureau, Guangdong
Provincial Public Security Department, the Force delegates began their
visit by touring the Criminal Police Sub-division of Guangzhou Public
Security Bureau (PSB). During the visit, the Deputy Chief, Mr Liu Chao,
introduced the procedures and skills public security officers applied
for criminal investigations. After the introduction, the delegates
toured various laboratories and DNA Identification Centres and called
at the Criminal General Division of Panyu Sub-bureau. There, they
discussed with Guangzhou crime investigation officers the strategies to
combat serious and cross-boundary crimes as well as the challenges
posed by this task.
Detective Constable Wong Chi-kin of DIT 4 Yau Tsim District said: "We
learned the latest trends of cross-boundary crimes, and this is
certainly a big help for our job. In an experience sharing session, we
agreed that assistance by the general public and other stakeholders are
essential for combatting crimes. Our discussion focused on striking a
balance between public expectations and investigations. The efficiency
of the law enforcement authorities on the Mainland is worthy of our
attention."
In their visit to the Criminal Sub-division of Foshan PSB the next day,
the delegates were warmly received by the Deputy Director, Mr Wu
Jinning. Subsequently, the delegation went to the Criminal Division of
Nanhai Sub-bureau, where the Director, Mr Li Jianjun, briefed the
delegates on the organisation structure of units and the duties of
detective officers. In return, the delegates introduced the
organisation structure of the Force's Criminal Investigation Units and
DIT, as well as the overall crime trend in Hong Kong.
As the last stop of their itinerary, the delegates visited the Command
Centre of Nanhai Sub-bureau. Commenting on this visit, Detective
Sergeant Yang Shun-king of DIT 2 Kwai Tsing District said: "I've never
thought of having such an opportunity as a DIT officer. The interests
of Hong Kong and the Mainland are closely intertwined and exchanges
between each other's law enforcement authorities are frequent. The
cases a DIT handles every day are sometimes related to cross-boundary
criminal activities. The visit has given us a better understanding of
the law enforcement authorities on the Mainland, besides being a
valuable experience for me."
Detective Inspector Cheung Ka-wai of DIT 7 Kwun Tong District
commented: "The visit has offered us a valuable opportunity to see the
advanced technology used by, and the working culture of, the Guangzhou
authorities. The visit has also established a good communication
network with our Mainland counterparts."
