At the invitation of the Police Intelligence Department (PID) of the Singapore Police Force (SPF), Superintendent (SP) Au Chin-chau of the Criminal Intelligence Bureau (CIB) led a delegation to Singapore between March 19 and 23 to deliver an Informer and Undercover Management Course.

Through lectures, group discussions and scenario exercises, the three-day course covered recruitment and management of informers, supervision mechanism, risk assessment, and a brief introduction of undercover operations. After class, there were sharing sessions to discuss different policing issues.

In addition, SP Au briefed SPF Assistant Commissioner and PID Director, Mr Tan Chye-hee, on the drafting and enactment of the Interception of Communications and Surveillance Ordinance in Hong Kong. The course also offered a good opportunity for both CIB and PID to exchange valuable experience and ideas.

Speaking at the graduation ceremony of the course, SPF Deputy Assistant Commissioner and PID Deputy Director, Mr Cheng Khee-boon, highly praised the Force for its fine qualities and professionalism. SPF valued the course and hoped the friendship and partnership between intelligence officers of both Forces would lay a good foundation for long-term co-operation, Mr Cheng added.
