Office-bearer Inauguration Ceremony of the Junior Police Officers'
Association was held at Police Sports and Recreation Club on May 30.
Among the distinguished guests were the Chief Executive-elect, Mr CY
Leung, Commissioner Tsang Wai-hung, JPOA Founding President, Ms Tam
Wai-chu, and two JPOA Honorary Legal Advisers, Messrs Foo Tak-ching and
Hau Cheuk-man.

Speaking
of
JPOA's objectives at the ceremony, President Chan Cho-kwong said the
association strived for Junior Police Officers' reasonable fringe
benefits and pay, especially safeguarding their legitimate rights.
Though the authorities have set pre-conditions, JPOA would continue to
strive for a five-day working week. At the same time, the association
hopes the authorities would proceed as soon as possible with the Grade
Structure Review and seriously study the feasibility of introducing a
"flexible and voluntary" retirement age and allowing officers who had
made the ultimate sacrifice to be buried in Gallant Garden on a
permanent basis.
Mr Chan said: "Police officers work three shifts a day, maintaining law
and order and protecting life and property. Few people appreciate the
pressure they come across in discharging these duties. In the past,
they were occasionally subjected to scolding, taunting and jeering, but
they remained restraint and steadfast.
"We safeguard the rule of law in accordance with the fine traditions of
our Force. We discharge our duties with fairness, impartiality and
royalty, ensuring Hong Kong remains one of the safest cities in the
world."
He continued: "Hong Kong is our home and every officer recognises he or
she has a responsibility to serve Hong Kong. While taking work pressure
in their strides, they hope they could win the support and recognition
of the people. We adhere to the Force's vision, mission, and values in
an effort to safeguard Hong Kong people's freedom and their values
pertaining to rule of law."
Also speaking at the ceremony, Mr Tsang pointed out: "The Force is a
major law enforcement agency. The daily workload of our frontline
officers is complex and heavy. The President just described how tough
the job of frontline police officers is. The management staff and I
share the same sentiment. On behalf of the Force management, I pay
tribute to every officer who works so hard to serve the people.
CP praises officers
"In today's society, the problems, challenges and impacts officers face
every day can hardly be described in a few words. Frontline officers
discharge their duties without fear and favour, displaying
perseverance, determination and professionalism, and earning the praise
and recognition of many people.
"The Force management do recognise the hardship and problems frontline
officers came across whilst discharging their duties, especially those
related to major public order events. We respect people's rights to
express their views in peaceful gatherings or processions, but police
have the right to take appropriate action in respect of those whose
behaviour beach the law and pose a threat to public order and safety.
The Force is proud of the diligence and resolution officers showed at
work in the past year."
Mr Tsang told officers: "Everyday, the Force management pay attention
to frontline officers' job. You're professional and serious in whatever
you do, be it walking the beat or dealing with an emergency, coming up
with a good performance in preventing and fighting crime. It is with
your enthusiasm and professionalism that the Force is able to maintain
law and order and earn the trust of the general public. It is with your
continuous efforts that Hong Kong people are able to live and work in
peace."
Referring to the matters raised by the JPOA President, Mr Tsang said
the Force management would bring the matters to the attention of the
authorities through established channels. "I've no doubt the management
and JPOA would continue to work closely for the stability and
prosperity of Hong Kong," Mr Tsang noted.
Singing the praises of the Force as a professional team, Ms Tam said:
"I'm confident officers would continue making a great contribution and
earning public support and recognition."
