Performance Appraisal and
Functional Competency Assessment

This issue highlights enhancement of the Annual Report Form (ARF) in PICS II, involving all regular police officers at the ranks of Police Constable to Superintendent.

Descriptive Performance Rating

The rating scale of the ARF will display descriptive ratings instead of the grades A, B and C, etc.  For example, if an Appraisee is graded "B - Performance significantly above requirements for the job" under the current system, the future PICS II will only display "Performance significantly above requirements for the job".  This aims to place a stronger emphasis on the prescribed level of assessed performance.

Functional Competency (FC) Assessment

A core component of the revised ARF is the revamp of FC Assessment.

The FC items are categorized by six Major Job Families, namely "Crime", "Operations", "Marine", "Traffic", "Training" and "Personnel, Management Services and Support", each comprising different job functions.  For example, under the "Crime" Major Job Family, the job functions are "Criminal Investigation" and "Criminal Intelligence".

The Assessing Officer can make a choice among different job functions to elicit the FC items most applicable or important to the Appraisee, according to the Appraisee's job nature.  If the Appraisee is able to exhibit a post-related ability or skill not covered in the pool but worth highlighting, the Assessing Officer can compile this new item with a limited number of free-text entries.  A maximum number of FC items for the assessment will be specified.

Word Counter

A new "Word Counter" function will be introduced for different narrative sections in the ARF.  This function will keep track of the words entered and thus limit the maximum number of words.

Performance Appraisal of Officers on Probation

The Mid-year Review/Report for Officers on Probation (for Police Constable and Inspector) will be automated in PICS II.  An automatic alert feature to remind reporting officers to complete Mid-year Review/Report will be integrated into the system.

With the above improvements, PICS II will be a more user-friendly system to assist Force members in Human Resources Management.
