In support of the Force's Strategic Action Plan of "Supporting Frontline Units", Emergency Unit Hong Kong Island (EU HKI) has launched the "Only Trivial" Essay Competition and "Supporting Frontline Units" PowerPoint Presentation Competition, with fund provided by Service Quality Wing under the Police Staff Motivation Schemes.

The competitions aimed at promoting awareness of supporting frontline units with activities for frontline officers to apply computer software, learn presentation and writing skills and enhance self-confidence. Frontline officers' views on how to support frontline units were also collected through the competitions and brought to the attention of the Regional Senior Management.

For the "Only Trivial" Essay Competition, officers were invited to submit original works concerning the incidents they encountered at work that looked trivial but might have a profound impact on themselves and the community. The competition drew more than 50 essays.

The "Supporting Frontline Units" PowerPoint Presentation Competition attracted a total of eight teams from operational units. They suggested the ways to achieve the three strategic objectives under the Strategic Direction of "Supporting Frontline Units" by means of PowerPoint presentation.

After the semi-finals of both competitions were held in November last year, the top three teams picked by a judging panel entered the finals on January 17. The panel comprised Hong Kong Island Deputy Regional Commander Cheung Kwai-kee, Senior Superintendent (Operations HKI) Cheng Yiu-mo and Police Tactical Unit E Company Commander, Superintendent Ho Kin-man.

After a careful assessment by the panel, Sergeant (SGT) Chow Kwok-kan from Platoon 1 EU HKI won the essay competition with an article, "Typhoon", on the situation his colleagues encountered whilst working under Typhoon Signal Number 10.

The team comprising Police Constables (PC) Ng Yan-kin, Lee Tak-lung and Chong Yat-lun, all from Pln 1 PTU E, took the 1st runner-up place with an essay about their partnership in engaging the community, while SGT Yam Wai-leung from HKI Regional Rural Patrol Team grabbed the 2nd runner-up place with an essay about locating a missing person.

In the PowerPoint Presentation Competition, members of Pln 3 EU HKI comprising SGT Choi Sek-hun, PC Chan Lok-ki, PC Ng Chi-chung and PC Fu Hin-cheung, took the title.  They proposed introducing a "Frontline Support Team" programme in which officers of EU HKI would provide training and experience sharing sessions for Districts. Endorsed by the judges, this proposal is being actively pursued by EU HKI in a bid to enhance the existing operational support for District and Divisional EU officers.

The 1st runner-up is Pln 2 PTU E comprising SGT Cheung Chun-kit, PCs Pang Ka-ho, Chung Ka-ping and Chan Sum-yi.  They came up with a number of practical and innovative suggestions, like introduction of electronic summons measures. PCs Ng Yan-kin, Poon Kwok-ho, Yuen Kwan-ho and Wong Man-ying, from Pln 1 PTU E, won the 2nd runner-up place with a suggestion to invite other units to provide training to enhance officers' all-round knowledge.

Presenting awards to the winners and runners-up, both Mr Cheung and Mr Cheng appreciated the contestants' efforts and sense of innovation, which reflected the Force's culture of providing quality services.
