Railway District (RAILDIST) has conducted a series of exercises with surface formations in a bid to heighten awareness of the complexities associated with responding to major incidents within the railway system.

On April 11, Exercise "APRIL" was held at the Airport MTR Station, with officers from RAILDIST and Airport Security Unit working together in responding to a number of scenarios involving armed and dangerous suspects. Contingency plans were thoroughly tested and operational protocols were reinforced. The exercise proved to be a very useful experience of applying firearms tactics, coordinating with the Uniform Branch for cordoning and sweeping, communication, and emergency response to train service disruptions.

On April 26, Exercise "COFFEE" took place at the Kam Sheung Road MTR Station, examining a multi-agency response to a CBRN incident, and involving over 300 exercise players from New Territories North Region, Explosive Ordnance Disposal Unit, RAILDIST, as well as two external stakeholders, Fire Services Department and Mass Transit Railway Corporation. The exercise simulated a terrorist attack, with activists releasing hydrogen cyanide on a crowded train travelling on the West Rail Line. A complete station evacuation was simulated, over 50 "exercise casualties" were treated, and a full decontamination was carried out. Incident command structures were activated, and commanders were on site to handle a complex incident.

Over 100 observers from Police Headquarters units and Land Regions attended the exercise and got a debriefing after the exercise. In the exercise, the different agencies worked closely together to secure and manage the incident site. The scenario was both challenging and realistic, and the inter-operability of the agencies was enhanced to a great extent.
