Mr SIU Chak-yee, Raymond, joined the Hong Kong Police Force in 1988 as an Inspector of Police.
Throughout his service, Mr SIU has served in various posts of different job nature, mostly frontline operational units as well as criminal intelligence-related duties and Personnel Wing.
Upon promotion to Senior Superintendent in 2007, Mr SIU served as the Deputy District Commander of Kwai Tsing District and District Commander of Airport District. In 2013, he was promoted to Chief Superintendent and took over the command of Kowloon City District. Upon completion of a tour, he then assumed the post of Chief Superintendent, Human Resources Branch, Personnel Wing.
In January 2017, Mr SIU was promoted to the rank of Assistant Commissioner of Police when he was then assigned to command the Personnel Wing.
In November 2018, Mr SIU was promoted to the rank of Senior Assistant Commissioner of Police, taking up the post of Director of Operations.
In November 2019, Mr SIU was appointed as Deputy Commissioner of Police (Operations).
In June 2021, Mr SIU was appointed as the Commissioner of Police.
During his career, Mr SIU has attended overseas development courses at various training institutes including the Tsinghua University, the Stanford University, the Harvard University and the Chinese Academy of Governance.
Mr CHOW Yat-ming, Joe joined the Hong Kong Police Force in 1995 as an Inspector of Police. He devoted most of his career in criminal investigation and intelligence gathering work at divisional, district, regional and headquarters levels. In the process, he accumulated a wealth of experience in the field of criminal investigation, criminal intelligence and policy-making. He was promoted to Superintendent and served in the Crime Wing Headquarters in 2010. He was later seconded to Interpol General Secretariat in Lyon, France as a Criminal Intelligence Officer between 2012 and 2013.
Mr CHOW assumed the office of Criminal Intelligence Bureau as the deputy in command upon promotion to Senior Superintendent in 2013. He further advanced to Chief Superintendent and commanded the bureau in 2016.
In 2017, Mr CHOW served as the District Commander of Yau Tsim District and was subsequently appointed as the Deputy Regional Commander of Kowloon West Region in early 2019. He was promoted to the rank of Assistant Commissioner in February 2020 and took charge of the Operations Wing and later the Personnel Wing. In January 2021, he became the Director of Personnel and Training upon promotion to Senior Assistant Commissioner. In August 2021, he took up the office of the Director of Crime and Security.
In April 2022, Mr CHOW was appointed as the Deputy Commissioner of Police (Management).
In August 2023, Mr CHOW assumed the office of the Deputy Commissioner of Police (Operations).
During his career, Mr CHOW has attended training at various Mainland and overseas training institutes including the Chinese Academy of Governance, the Harvard University, the UK College of Policing and the Scottish Police College.
Mr CHAN Joon-sun, Johnson joined the Hong Kong Police Force in 1997. His policing experience covers frontline command, criminal intelligence, professional training and policy formulation.
Upon promotion to Chief Superintendent in 2016, Mr CHAN served as District Commander of Central District and later became Deputy Regional Commander of Hong Kong Island. He was promoted to the rank of Assistant Commissioner in February 2019 and assumed command of the Personnel Wing. In November 2020, he became Assistant Commissioner of Police (Operations). In April 2022, Mr CHAN was promoted to the rank of Senior Assistant Commissioner of Police, taking up the post of Director of Operations. In August 2023, he was appointed as the Deputy Commissioner of Police (Management).
Mr CHAN has received training at China Executive Leadership Academy Pudong, US Harvard Kennedy School of Government and UK Royal College of Defence Studies. He also holds two Master’s degrees, one in Technology Management and the other in International Security and Strategy.
Mr KAN Kai-yan joined the Hong Kong Police in 1991 as an Inspector.
Mr KAN has served in a wide range of police posts including frontline operational, human resources management and security. He previously served as Deputy District Commander of Western District, District Commander of Airport District, District Commander of Wanchai District and Deputy Regional Commander of Hong Kong Island. In September 2019, Mr KAN was promoted to the rank of Assistant Commissioner of Police and took command of Service Quality Wing. In August 2020, he was appointed as Assistant Commissioner of Police, National Security (1). In December 2021, he advanced further to the rank of Senior Assistant Commissioner and was appointed as Director of National Security. In May 2023, Mr KAN was appointed as Deputy Commissioner of Police (National Security) to head the department for safeguarding national security of the Hong Kong Police Force.
During his career, Mr KAN has attended Overseas and Mainland development courses at various training institutes including China Executive Leadership Academy Pudong, Peking University, Scottish Police College and UK Royal College of Defence Studies.
Mr CHAN Tung, Joe joined the Hong Kong Police Force in 1996 as an Inspector of Police. He has abundant experience in both security and criminal intelligence amassed from extensive episodes of duties in frontline Regions and various Police Headquarter Formations.
Mr CHAN was seconded to the Security Bureau from 2014 to 2016. Upon promotion to Chief Superintendent in 2018, he assumed command of the Narcotics Bureau and later the Cyber Security & Technology Crime Bureau. In 2020, he was further advanced to the rank of Assistant Commissioner of Police and took charge of the Security Wing. In August 2022, he became Assistant Commissioner of Police (Public Relations). In August 2023, Mr CHAN was promoted to the rank of Senior Assistant Commissioner of Police, taking up the post of Director of Operations.
Mr CHAN has received training at various Mainland and overseas institutions, including the Tsinghua University, Australian Institute of Police Management, Asia-Pacific Center for Security Studies in Hawaii and the Royal College of Defence Studies in London.
Mr YIP Wan-lung, Keith joined the Hong Kong Police Force as an Inspector in 1991. Serving predominantly in the crime stream throughout his police career, he has a wealth of experience in the field of criminal investigation and has worked in a variety of crime posts relating to criminal intelligence, serious and organized crime investigation, and policy-making. He assumed the office of Assistant Commissioner of Police (Crime) in October, 2020 upon promotion. In April 2022, Mr YIP became the Director of Crime and Security upon promotion to the rank of Senior Assistant Commissioner. Mr YIP holds a degree in Civil Engineering and a Master’s Degree in Administrative Leadership, and attended courses at the Chinese Academy of Governance, the Peking University, the Australian Institute of Police Management, the FBI National Academy, the International Pearl Fishers Action Learning Group and the John Kennedy School of Government, Harvard. Between 2013 and 2014, Mr YIP was seconded to Interpol General Secretariat in Lyon, France.
Mr CHOI joined the Hong Kong Police Force as an Inspector of Police in 1995.
Having served the Force for more than 26 years, Mr CHOI devoted most of his career in security-related intelligence and operations, besides various roles in frontline operational commands.
Upon advancement to Senior Superintendent in 2014, he commanded a formation in Security Wing engaging in intelligence operations, investigation, analysis and liaison relating to security-related issues. In June 2017, Mr CHOI was promoted to Chief Superintendent and took up the post as the deputy in Security Wing, and from January 2019 he was promoted to the rank of Assistant Commissioner and commanded the Security Wing. In July 2020, Mr CHOI further advanced to the rank of Senior Assistant Commissioner of Police and commanded the National Security Department of the Hong Kong Police Force. In August 2021, he commands the Department of Personnel and Training.
During his career, he has received training at various Mainland and overseas institutions, including the Tsing Hua University in Beijing, UK’s National Police Improvement Agency, Australian Institute of Police Management, Canadian Police College, US Asia-Pacific Centre for Security Study and Harvard Kennedy School of Government.
Mr CHOI attained his Bachelor’s degree in Social Science and holds both Master’s degree in Human Rights Laws as well as Public Policy and Management.
Mr LUI Kam-ho joined the Hong Kong Police Force in 1993 as an Inspector. Throughout his career, he has served in different posts in the frontline and at the Police Headquarters.
Serving mainly in the operations field at the Superintendent rank, Mr LUI has held various operational commands at District and Regional level where he built his credentials in public order policing and emergency management. With his extensive experience in the planning and policing of major events and security operations, he was appointed as Deputy Commandant of Police Tactical Unit at the rank of Senior Superintendent.
Following promotion to Chief Superintendent in 2017, Mr LUI has served as District Commander of Central District before assuming the duties of Deputy Regional Commander of Hong Kong Island. He was advanced to the rank of Assistant Commissioner in July 2020 and took command of Kowloon East Region. In April 2022, he took up office as Assistant Commissioner of Police (Operations) where he oversaw and coordinated a variety of mega events and security operations. In January 2024, he was further advanced to the rank of Senior Assistant Commissioner, taking up the post of Director of Management Services.
During his career, Mr LUI has attended Mainland and Overseas development courses at various training institutes including Tsinghua University and the Chinese Academy of Governance. In December 2023, he was appointed as the Vice-President of the Hong Kong, China Association of Athletics Affiliates to help promote and realise more major sports events.
Mr KONG Hok-lai, Kelvin joined the Hong Kong Police Force as an Inspector of Police in 1996. Over the years in the Force, Mr KONG devoted most of his career in the Security Wing, besides various posts at the Police Headquarters and in frontline operational command.
Between 2013 and 2016, Mr KONG was on secondment to the Security Bureau as the Assistant Secretary of the Emergency Support Unit and then the Exercise Director of the Inter-departmental Counter-terrorism Exercise Planning Team.
Mr KONG was promoted to Senior Superintendent in October 2015. After his tenure with the Security Bureau, Mr KONG has commanded various formations in the Security Wing, engaging specifically in security operations, VIP protection as well as intelligence operations and liaison relating to security issues. In May 2018, Mr KONG was promoted to Chief Superintendent and assigned as District Commander of Tseung Kwan O. In May 2019, he returned to the Security Wing and acted as the second officer-in-charge. In July 2020, Mr KONG advanced further to the rank of Assistant Commissioner and appointed as Assistant Commissioner of Police, National Security (2). In April 2023, Mr KONG advanced further to the rank of Senior Assistant Commissioner of Police and was appointed as Director of National Security.
During his career, Mr KONG has received training at various institutions in the Mainland and abroad, including the Tsinghua University in Beijing, the China Executive Leadership Academy in Pudong, the Canadian Police College, the Australian Institute of Police Management, and the US Asia-Pacific Centre for Security Studies. He holds a Bachelor’s degree in Management Sciences and a Master’s degree in Public Administration.
Ms Tsang joined the civil service as Administrative Officer in 1992. She has served in various government bureau and departments, including the former City and New Territories Administration, the former Planning, Environment and Lands Branch, Yuen Long District Office, the former Housing Bureau, the Housing Department, Invest Hong Kong, the Constitutional and Mainland Affairs Bureau, the Financial Services and the Treasury Bureau and the Commerce and Economic Development Bureau, etc. In recent years, Ms Tsang was appointed the Deputy Director-General of Trade and Industry (2018-2021). Ms Tsang took up her present appointment as the Director of Finance, Administration and Planning of the Hong Kong Police Force in September 2021.
Ms Tsang holds a Master’s Degree of Science and a Bachelor’s Degree of Business Administration.
Mr David Jordan joined the Hong Kong Police in 1992. During his career he has served primarily in the Uniform Branch. He has also held varied posts in the Police Tactical Unit HQ and other frontline commands, while also having served between 1998 and 2003 in the VIP Protection Unit and subsequently in charge of the Witness Protection Unit.
Promoted to Chief Superintendent in 2017 he has served as District Commander of Tai Po District and as the Commandant of the Police Tactical Unit during the social unrest of 2019 and 2020. He assumed command of the Marine Region in 2020 upon promotion to the rank of Assistant Commissioner of Police and in now is the Assistant Commissioner of Operations wing.
Over the years Mr Jordan has received varied overseas development opportunities including agencies in Germany, Thailand, Australia, Singapore and the United States.
Mr AU Wing-leung, Damon, joined the Hong Kong Police Force in 1997 as an Inspector of Police.
Throughout his career, Mr AU has served in different posts responsible for frontline operational command, personnel and traffic. Following his promotion to Chief Superintendent in 2020, he took command of the Traffic Branch before assuming the duties of Commander of Wanchai District . In August, 2023, Mr AU was promoted to the rank of Assistant Commissioner of Police, taking up the post of Assistant Commissioner of Police (Support).
Mr AU has received training at various Mainland and overseas training institutes, including the Chinese People's Public Security University, the Chinese Academy of Governance, the International Law Enforcement Academy, the Scottish Police College, the UC Berkeley, the Canadian Police College, the International Pearl Fishers Action Learning Group and the Australian Institute of Police Management.
Mr CHAN Sze-tat joined the Hong Kong Police Force in 1997 as an Inspector.
In the past years, Mr CHAN has served in a variety of posts responsible for frontline operational command, security-related intelligence, counter terrorism, and tactical training. Upon his promotion to the rank of Chief Superintendent in 2019, he assumed command of Wanchai District, and later took up the post of Chief Superintendent, Support in Support Wing. In April 2023, he was promoted to the rank of Assistant Commissioner of Police, took charge of the Support Wing and later Public Relations Wing.
Mr CHAN has received training at various Mainland and Overseas training institutes, including the China Executive Leadership Academy, the Australian Institute of Police Management, and the University of Cambridge. He holds two Master’s degrees, one in Counselling and the other in Applied Criminology and Police Management.
Ms CHUNG Wing-man joined the Force in 1996 as an Inspector. She spent most of her career in crime stream, where she served in various investigation, intelligence and policy-making units at the frontline and police headquarters.
In 2012, Ms CHUNG was promoted to Superintendent while serving in the Criminal Intelligence Bureau and she stayed in the Bureau and commanded one of the divisions. Upon her promotion to Chief Superintendent in 2019, Ms CHUNG headed the Narcotics Bureau, leading the Force’s fight against illicit drugs. Later, she was transferred to Crime Wing Headquarters. Upon her promotion in April 2022, she assumed the office of the Assistant Commissioner (Crime).
Ms FUNG Siu-lan, Cynthia joined the Hong Kong Police Force in 1995 as an Inspector.
In the past years, Ms FUNG has served in a variety of posts responsible for frontline command, criminal and security-related intelligence, liaison and personnel management. Upon her promotion to the rank of Chief Superintendent in 2019, Ms FUNG was posted as District Commander of Border District and subsequently served in the Personnel Services and Staff Relations Branch in Personnel Wing. Ms FUNG was promoted to the rank of Assistant Commissioner of Police in 2023 and took over the post of Assistant Commissioner of Police, Security.
Ms FUNG has received training at various Mainland and Overseas training institutes including People’s Public Security University of China, Tsinghua University, Peking University, the Australian Institute of Police Management and the International Air Transportation Association.
Mr CHAN Man-tak, Ronny joined the Hong Kong Police Force in 1996 as an Inspector of Police.
Mr CHAN has served in a wide range of policing areas including criminal investigation, security-related intelligence, professional development and training, and Mainland and overseas liaison. He was promoted to Superintendent in 2009, and was later seconded to the National Policing Improvement Agency in the United Kingdom (UK) as a Visiting International Fellow between 2011 and 2013.
Upon his advancement to Senior Superintendent in 2014, Mr CHAN became the Head of the School of Professional Development of the Hong Kong Police College. During 2015 to 2017, he assumed command of the Liaison Bureau, where he was also in charge of Interpol Hong Kong, China.
In 2017, Mr CHAN was promoted to Chief Superintendent and appointed as Deputy Director of the Hong Kong Police College. Following his role as Deputy Regional Commander of Kowloon East from early 2019 to late 2020, he further advanced to the rank of Assistant Commissioner of Police and commanded the Personnel Wing in January 2021.
During his career, Mr CHAN has completed training programmes at various Mainland and overseas institutions, including China Executive Leadership Academy in Pudong, China Foreign Affairs University in Beijing, the former Central Police Training and Development Authority in the UK and Harvard University in the United States.
Ms CHAN Yee-lai joined the Hong Kong Police Force in 1994 as an Inspector of Police.

Upon her promotion to Chief Superintendent in 2016, Ms CHAN served as the District Commander of Western District and later became Deputy Regional Commander of New Territories North. Ms KWAN Chui-ching, Catherine joined the Hong Kong Police Force in 1988 as an Inspector.
In the past years, Ms KWAN has served in a variety of posts responsible for frontline operational command, human resources management, police public relations and complaints against police investigation. Upon her promotion to the rank of Chief Superintendent in 2016, Ms KWAN assumed the command of Shatin District. She later took up the post of Deputy Regional Commander of New Territories South Region. In September 2019, Ms KWAN was promoted to the rank of Assistant Commissioner of Police and took charge of the Information Systems Wing.
Ms KWAN has received training at various Mainland and Overseas training institutes including the Canadian Police College, Scottish Police College, Chinese Academy of Governance, Chinese Executive Leadership Academy and Tsinghua University. Ms KWAN holds a Bachelor Degree in Social Science and a Master’s Degree in Strategic Leadership.
Ms TSUI Sheung-yee joined the Hong Kong Police Force in 1998 as an inspector. She has served in a variety of posts responsible for frontline command, investigation and security-related intelligence, personnel management and policy-making units. Between 2018 and 2021, she was seconded to the Security Bureau as the Government Security Officer overseeing the security, emergency response, and crisis management of the government.
Ms TSUI was promoted to Chief Superintendent in 2019. In 2021, she took up the post as District Commander of the Border District, and became the Chief Superintendent of Crime Wing Headquarters in 2022. She assumed command of the Service Quality Wing in January 2024 upon her promotion to the rank of Assistant Commissioner of Police.
Ms TSUI holds a Bachelor’s Degree in Translation and Chinese, a Master’s Degree in Management from Hong Kong Polytechnic University, and a Master’s Degree in Applied Criminology and Police Management from the University of Cambridge. Ms TSUI has received training at Mainland and Overseas training institutes.
Ms CHIU Wing-lan, Margaret joined the Hong Kong Police Force in 1996 as an Inspector.
In the past years, Ms CHIU has served in a variety of posts responsible for frontline command, security-related intelligence and human resources management. Upon her promotion to the rank of Chief Superintendent in 2018, Ms CHIU took command of the Human Resources Branch in Personnel Wing and later served in the National Security Department. Ms CHIU was promoted to the rank of Assistant Commissioner of Police in 2021 and took over the post of Assistant Commissioner of Police, National Security (1).
Ms CHIU has received training at various Mainland and Overseas training institutes including Tsinghua University in Beijing, China Executive Leadership Academy in Pudong, US Harvard Kennedy School of Government and the Australian Institute of Police Management. She holds a Bachelor’s Degree in Business Administration and a Master’s Degree in Social Sciences.
Mr WONG Chung-chun, Dick joined the Hong Kong Police Force in 1996 as an Inspector. He devoted most of his career in crime investigation and criminal intelligence at District, Regional and Headquarters levels.
Promoted to Chief Inspector in 2008, he served in Police College responsible for revamping detective training programs and establishing the new Detective Training Centre. In 2015, he was promoted to Senior Superintendent and posted as Deputy Commander of Border District to tackle illegal immigration and handle the opening of the Frontier Closed Area. He then served in Crime Wing Headquarters formulating policies on crime issues including the law enforcement in Hong Kong Express Rail Link. Mr WONG commanded the Criminal Intelligence Bureau upon promotion to Chief Superintendent in 2018 until his transfer to the National Security Department on 1st July 2020.
Mr WONG was promoted to Assistant Commissioner in March 2022 and assumed the office of Director, Police College. In April 2023, he took over the post of Assistant Commissioner of Police, National Security (2).
Mr WONG holds a Bachelor's Degree in Laws and a Master's Degree in Public Administration. He has received training at the China Executive Leadership Academy in Pudong, Chinese Academy of Governance, Canadian Police College, Metropolitan Police Service Crime Academy and FBI National Academy.
Mr KWOK joined the Hong Kong Police Force in 1998 as an Inspector of Police.
Throughout his service, Mr KWOK has served in a wide spectrum of posts encompassing frontline command, police tactical unit, security intelligence, personnel management and public relations. In 2014, Mr KWOK was seconded to the Australian Institute of Police Management as a Visiting Fellow for a year.
Mr KWOK was promoted to Senior Superintendent in 2016 and served as the District Commander of Airport District. In 2018, he was promoted to Chief Superintendent and subsequently took over the command of Conditions of Service and Discipline Branch and Police Public Relations Branch.
In March 2022, Mr KWOK was promoted to the rank of Assistant Commissioner of Police and took over as the Regional Commander of Hong Kong Island in August 2022.
Mr KWOK holds two Master’s degrees, one in Social Science and the other in Leadership and Management. During his career, he has attended Mainland and overseas development courses at various training institutes, including the China Executive Leadership Academy in Pudong, Shanghai, the US Harvard Kennedy School of Government, the Australian Institute of Police Management and Singapore Nanyang Technological University.
Dr LAW Yuet-wing, Frank joined the Hong Kong Police Force in 1998 as an inspector. For a substantial portion, Dr LAW has served in a variety of posts specifically related to technology crime and cyber security policing.
In 2020, Dr LAW was promoted to Chief Superintendent and became the head of the Cyber Security and Technology Crime Bureau. He was the officer-in-charge of the Technology Crime Investigation and Response Cadre between 2017 and 2022. He was also the Chairperson of the INTERPOL Global Cybercrime Expert Group between 2020 and 2022, responsible for steering international collaboration in cybercrime investigation and capacity building. In April 2022, Dr LAW was further advanced to the rank of Assistant Commissioner and took command of the Kowloon East Region.
Dr LAW holds a Bachelor’s Degree in Engineering, a Master’s Degree in Electronic Commerce and Internet Computing and a PhD in Computer Science. He has received management and leadership training at various Mainland and overseas institutions including the Scottish Police College, the Harvard University, the National University of Singapore and the Zhejiang Police College.
Mr NG Lok-chun, Jim joined the Hong Kong Police Force in 1996 as an Inspector. Throughout his service, he has served in a wide range of units with rich frontline operation, criminal investigation and staffing experience.
Mr NG was promoted to Senior Superintendent in 2017. He first served in Traffic Hong Kong Island and then Operations Hong Kong Island during which he handled many major public events. He took charge of Sham Shui Po District upon his promotion to Chief Superintendent in 2020 and later become the Deputy Regional Commander of Kowloon West Region. In January 2024, he was promoted to Assistant Commissioner of Police and assumed the office of Regional Commander of Kowloon West Region.
Mr NG holds a Bachelor’s Degree in Biology and a Master’s Degree in Social Science. He has received management and leadership training at various overseas law enforcement agencies and academic institutes including the Australian Institute of Police Management, the Canadian Police College and the US Harvard Kennedy School of Government.
Ms LAM Man-han joined the Hong Kong Police Force in 1995 as an Inspector. Her policing exposures include criminal intelligence & investigation, frontline command and policy formulation.
Ms LAM was seconded to the Financial Services and the Treasury Bureau between 2015 and 2017. Upon her promotion to Chief Superintendent in 2021, she took command of the Narcotics Bureau and later became the Head of Financial Intelligence and Investigation Bureau. In 2024, she promoted to the rank of Assistant Commissioner of Police and took up the post of Regional Commander, New Territories North.
Ms LAM has received training at various Mainland and overseas institutions, including the China Executive Leadership Academy Pudong and the Scottish Police College.
Mr MAK Chin-ho, Terence joined the Hong Kong Police Force in 1994. He has worked in a wide range of police formations, including uniform branch, criminal investigation and staffing duties. He holds three master degrees in criminology, electronic commerce and public administration, and attended courses in China Executive Leadership Academy, US Harvard Kennedy School and UK Royal College of Defence Studies.
Mr Ng joined the Police Force in 1996 as an Inspector of Police. He has served in various posts at Divisional, District, Regional and Headquarters level, including criminal investigation, intelligence, policy-making, operations support and command. Mr Ng has extensive experience in the field of criminal investigation, and was seconded to the Interpol General Secretariat in Lyon, France between 2014 and 2016.
In 2017, Mr Ng was promoted to Senior Superintendent, and he further advanced to Chief Superintendent in 2020. Subsequently he took up the post of Tsuen Wan District Commander. In January 2024, Mr Ng was promoted to the rank of Assistant Commissioner of Police and took charge of the Marine Region.
Mr Ng has received training at various Mainland and overseas institutions and organizations, including the People's Public Security University of China, Zhejiang Police College, Beijing Police College, Scottish Police College, International Institute for Management Development in Lausanne, Switzerland, etc.
Ms Venelie POON joined the Treasury Grades of the Government, after completing the professional examination of the Hong Kong Institute of Certified Public Accountants in 1994. She has served in The Treasury, Education Bureau, Tourism Commission, Hong Kong Police Force, Radio Television Hong Kong and Land Registry.
Ms Poon holds a Master’s Degree and a Bachelor’s Degree of Business Administration.
Ms Candy MA joined the civil service as Executive Officer in 1986. She has served in various government bureaux and departments including the City and New Territories Administration, Transport Department, Central Policy Unit, Housing Department, the Constitutional and Mainland Affairs Bureau, the Civil Service Bureau and the Registration and Electoral Office. Prior to appointment as Police Civil Secretary in November 2018, she was the Assistant Director (Special Duties) of the Home Affairs Department.
Ms MA holds a Bachelor’s degree in Social Sciences and a Master’s degree in Public Administration.
Mr YANG Joe-tsi, Edgar joined the Hong Kong Auxiliary Police Force in 1989. He was promoted to the rank of Superintendent (Auxiliary) in 2004 and served as Assistant District Commander (Auxiliary) of Wan Chai District. He was further promoted to Chief Superintendent (Auxiliary) in 2010 as the officer commanding Hong Kong Island Auxiliary. In 2013, Mr YANG was appointed as the Deputy Commandant of the Hong Kong Auxiliary Police Force, and in 2016, the Commandant of the Hong Kong Auxiliary Police Force.
Mr YANG’s appointment as the Commandant of the Hong Kong Auxiliary Police Force has been extended in 2018, 2020 and 2022. He holds a Master’s Degree of Journalism, and is a marketing professional within his principal employment as well as a shooting athlete. He is currently also the team leader of the Hong Kong Olympic Shooting Team.
Dr LEUNG Sai-kwong, Johnny joined the Hong Kong Auxiliary Police in 1989. Throughout his career, he has served in different posts in the frontline and at the Auxiliary Police Headquarters. Following promotion to Chief Superintendent (Auxiliary) in 2017, Dr LEUNG has served as Chief Superintendent (Auxiliary) of Hong Kong Island. In October 2021, Dr LEUNG was appointed as Deputy Commandant of the Hong Kong Auxiliary Police Force.
Dr LEUNG is the Chief Executive Officer for South East Asia of a multinational engineering corporation by principal employment. He holds Bachelor’s and Master’s degrees in Business Administration, and a PhD in Business Management. He has received leadership and senior executive training at the Swiss Institute for Management Development (IMD) and Columbia University in the United States.
