2011-03-01 Special traffic arrangements for race meeting in Happy Valley tomorrow
Special traffic arrangements will be implemented at Happy Valley tomorrow evening (March 2) to minimise the inconvenience caused by traffic diversions to road users.
The arrangements will come into effect one and a half hours before the start of the first race and will last until the crowds have dispersed after the race meeting.
A. Traffic arrangements before the commencement of the first race
1. Closure of roads
A section of southbound Wong Nai Chung Road between Queen\'s Road East and the up ramp outside Hong Kong Jockey Club except for vehicles to Aberdeen Tunnel.
2. Traffic diversions
(a) A section of southbound Wong Nai Chung Road between Village Road and Queen\'s Road East will be re-routed one way northbound;
(b) Vehicles from Queen\'s Road East heading for Wan Chai and Happy Valley will be diverted to turn left onto Morrison Hill Road;
(c) Southbound vehicular traffic on Morrison Hill Road heading for Happy Valley will be diverted via Sports Road and Wong Nai Chung Road;
(d) Vehicular traffic on Queen\'s Road East will be banned from turning right onto Wong Nai Chung Road except for access to Aberdeen Tunnel;
(e) Vehicular traffic on Canal Road Flyover from Cross Harbour Tunnel heading for Queen\'s Road East will be diverted via the down ramp to Morrison Hill Road to turn right at the junction of Wong Nai Chung Road, Morrison Hill Road and Queen\'s Road East; and
(f) Vehicular traffic on Canal Road Flyover from Cross Harbour Tunnel heading for Hong Kong Jockey Club will be diverted via the down ramp leading to Canal Road East, southbound Morrison Hill Road to turn left onto Sports Road and Wong Nai Chung Road.

(b) Vehicular traffic on Canal Road Flyover from Cross Harbour Tunnel heading for Wan Chai will be diverted via the down ramp leading to Canal Road East to U-turn at the underneath of Canal Road Flyover onto Canal Road West and Hennessy Road;
(c) Vehicular traffic on Canal Road Flyover from Cross Harbour Tunnel heading for Hong Kong Jockey Club will be diverted via the down ramp leading to eastbound Canal Road East, Leighton Road and Wong Nai Chung Road; and
(d) A section of Leighton Road between Morrison Hill Road and Wong Nai Chung Road will be diverted one way eastward.
C. Parking spaces and taxi stand
The public carpark on Wong Nai Chung Road and the taxi stand on Sung Tak Street will be suspended from 11am to 7pm during day racing; from 4.30pm to 12am during evening racing and from 5pm to 12am during night racing respectively.
Any vehicles found illegally parked within the precinct of the above affected areas will be towed away without prior notice.
Appropriate traffic signs will be put up and Police will be on hand to direct motorists.
Police appeal to people going to the Happy Valley Racecourse for the race meeting or the Sha Tin Racecourse for cross betting to make maximum use of public transport.
Parking spaces in the two racecourses are available only to holders of appropriate permits issued by the Hong Kong Jockey Club and any vehicles illegally parked will be towed away.

2011-03-02 Appeal for information on missing man in Tsing Yi
Police today (March 2) appealed for information on a man missing in Tsing Yi.
Ho Ka-kwong, 64, left his home at Cheung Wang Estate on February 27 and failed to return. His son made a report to the police on the same day.
He is about 1.75 metres tall, 41 kilograms in weight and of thin build. He has a pointed face, with short white hair and a yellow complexion. He was last seen wearing a white jacket, blue jeans and dark brown hiking shoes. He was carrying an orange plastic bag.
Anyone who knows the whereabouts of the missing man or who may have seen him is urged to contact the Regional Missing Person Unit of New Territories South on 3661 1172-6 or any police station.

2011-03-03 Internet fraudsters arrested
In view of the growing popularity of Internet auctions and increase in Internet commercial fraud cases, officers of Technology Crime Division, Commercial Crime Bureau (TCD CCB) and Regional Crime Unit of New Territories North (RCU NTN) conducted intelligence-led operations to combat such crimes and arrested five men and seven women in various locations throughout the New Territories and Kowloon yesterday (March 2) and today (March 3).
Officers of TCD CCB yesterday (March 2) arrested a 16-year-old man and a 47-year-old woman in the New Territories. They were suspected to be in connection with twelve Internet shopping fraud cases involving eleven victims and an amount of over $22,000. They were arrested for obtaining properties by deception and money laundering. They have been released on police bail and are required to report back to Police in mid-April.
Officers of RCU NTN also conducted an operation this morning (March 3) and arrested four men and six women, aged between 14 and 54, in various locations throughout the New Territories and Kowloon for obtaining properties by deception. They were in suspected connection with 20 fraudulent online auction cases that involved 23 victims and an amount of about $70,000. All the arrested persons have been released on police bail and are required to report back in late March.
During operations, officers also seized some computers, mobile phones and bank statements for further investigation. The operations are still going on.
Police investigation revealed that the commonest trick used by the swindlers is that they fraudulently put merchandise on sale through on-line advertisements or Internet auction sites and supply an email address and a telephone number to the buyers for transactions. The swindlers fail to deliver goods to the victims after receiving the payment from buyers.
Police remind the public to stay vigilant when using e-shopping. They should confirm the identity of the traders before making any transaction. It is also advisable to use platforms with identity verification system for e-shopping or to arrange face-to-face transactions.
Anyone who is convicted of \"Obtaining property by deception\" (section 17 of Cap 210, Theft Ordinance) is liable to a maximum penalty of imprisonment of ten years. Anyone who lends his or her bank account to others may contravene section 25 of Cap 455, \"Dealing with property known or believed to represent proceeds of indictable offence\" under Organized and Serious Crimes Ordinance and may be liable to a maximum penalty of a fine of $5 million and 14 years\' imprisonment.

2011-03-04 Traffic arrangements during Ching Ming Festival on Hong Kong Island
Police will implement special traffic arrangements and crowd control measures on Hong Kong Island to facilitate grave-sweepers during the Ching Ming Festival.
A section of Cape Collinson Road east of Lin Shing Road may be re-routed one-way clockwise and vehicles exceeding 10 metres in length may be prohibited to enter Cape Collinson Road east of Lin Shing Road between 8.30am and 5.30pm on March 6, 12, 13, 19, 26, April 16, 22 to 25, 30, May 1, and 2.
The following special traffic arrangements will be implemented between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.
The following roads will be closed:
(a) Cape Collinson Road east of Lin Shing Road;
(b) The slip road leading to the Garden of Remembrance and Crematorium from Cape Collinson Road except hearses and vehicles carrying passengers to services at the Crematorium. The slip road between Cape Collinson Road and the Crematorium will also be closed to all vehicles 7am and 6.30pm on April 5.
(c) The slip road leading to Chai Wan Chinese Permanent Cemetery;
(d) Wan Tsui Lane; and
(e) If the situation warrants, Cape Collinson Road west of Lin Shing Road and Lin Shing Road will be closed except for franchised buses, green minibuses, and hearses.
The following roads will be re-routed one-way:
(a) A section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be re-routed one-way westbound;
(b) Lin Shing Road from Wan Tsui Road to Cape Collinson Road will be re-routed one-way southbound; and
(c) Cape Collinson Road from Crematorium slip road to Shek O Road will be re-routed one-way westbound.
No parking will be permitted along Cape Collinson Road, Lin Shing Road, a section of Shek O Road between Tai Tam Gap Correctional Institution and Tai Tam Road, and Wan Tsui Road between 6am and 7pm on March 20, 27, April 2, 3, 5, 9, 10, and 17.
Depending on the number of people and vehicles in the vicinity of the graveyard, taxis, public light buses and private cars may not be permitted to enter Lin Shing Road for Cape Collinson Road except for those gaining access to Wan Tsui Estate.
Taxis, public light buses and private cars will be allowed to set down passengers at the public light bus stand on Fei Tsui road near the junction with Wan Tsui Road.
Depending on traffic conditions, public light buses may be prohibited from entering from Chai Wan Road to Tai Tam Road. Police will implement such arrangement without prior notice.
Public light buses will be prohibited from picking up or dropping off passengers on Wan Tsui Road between Chai Wan Road and Fei Tsui Road.
Public light bus stand at Fei Tsui Road near its junction with Wan Tsui Road will be suspended between 7.30am and 5.30pm on March 20, 27, April 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.
Taxi stand at Kut Shing Street outside MTR Chai Wan Station will be suspended between 8.30am and 5.30pm on March 6, 12, 13, April 19, 26, 16, 22 to 25, 30, May 1, and 2; between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, and 17; and between 7am and 6.30pm on April 3 and 5.
The following alternative traffic arrangements will be implemented if both crowd movement and vehicular traffic in the vicinity of the cemeteries in Chai Wan area are quite congested but do not warrant the above mentioned special traffic arrangements:
(a) Cape Collinson road east of Lin Shing Road will be re-routed one-way clockwise; and
(b) The slip road leading to Chai Wan Chinese Permanent Cemetery will be opened to the public and maintained one-way westbound.
In Pok Fu Lam, Consort Rise will be re-routed one-way southbound from Victoria Road to Bisney Road between 7am and 5pm on April 2, 3, 5, 9, and 10.
In Aberdeen, Peel Rise in the vicinity of Aberdeen Chinese Cemetery and the slip road leading from Shek Pai Wan Road to Aberdeen Chinese Cemetery will be closed between 8am and 4.30pm on April 2, 9, and 10; and between 7am and 6pm on April 3 and 5.
A section of Cape Collinson Road east of Lin Shing Road may be re-routed one-way clockwise and vehicles exceeding 10 metres in length may be prohibited to enter Cape Collinson Road east of Lin Shing Road between 8.30am and 5.30pm on March 6, 12, 13, 19, 26, April 16, 22 to 25, 30, May 1, and 2.
The following special traffic arrangements will be implemented between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.

(e) If the situation warrants, Cape Collinson Road west of Lin Shing Road and Lin Shing Road will be closed except for franchised buses, green minibuses, and hearses.
The following roads will be re-routed one-way:

Depending on the number of people and vehicles in the vicinity of the graveyard, taxis, public light buses and private cars may not be permitted to enter Lin Shing Road for Cape Collinson Road except for those gaining access to Wan Tsui Estate.
Taxis, public light buses and private cars will be allowed to set down passengers at the public light bus stand on Fei Tsui road near the junction with Wan Tsui Road.
Depending on traffic conditions, public light buses may be prohibited from entering from Chai Wan Road to Tai Tam Road. Police will implement such arrangement without prior notice.
Public light buses will be prohibited from picking up or dropping off passengers on Wan Tsui Road between Chai Wan Road and Fei Tsui Road.
Public light bus stand at Fei Tsui Road near its junction with Wan Tsui Road will be suspended between 7.30am and 5.30pm on March 20, 27, April 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.
Taxi stand at Kut Shing Street outside MTR Chai Wan Station will be suspended between 8.30am and 5.30pm on March 6, 12, 13, April 19, 26, 16, 22 to 25, 30, May 1, and 2; between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, and 17; and between 7am and 6.30pm on April 3 and 5.
The following alternative traffic arrangements will be implemented if both crowd movement and vehicular traffic in the vicinity of the cemeteries in Chai Wan area are quite congested but do not warrant the above mentioned special traffic arrangements:
(a) Cape Collinson road east of Lin Shing Road will be re-routed one-way clockwise; and

Police yesterday (March 3) have concluded a territory-wide campaign to remind drivers of public service vehicles (PSV) and goods vehicles of the importance of safe driving.
This was the latest in an ongoing series of campaigns conducted by the Police using publicity, education and enforcement to target moving traffic offences.
The campaign started on February 18 and ended yesterday (March 3) and resulted in the issue of 172 verbal warnings, 351 summonses, 5,526 fixed penalty tickets as well as the arrests of ten persons for drink driving offences.
Of the 5,877 summonses and fixed penalty tickets issued, 1,844 were issued for speeding, 831 for mobile phone offences, 388 for seat belt offence and 285 for failing to comply with traffic light signals.
Officers from Police Regional Road Safety Teams visited 380 locations throughout the territory and distributed about 21,000 leaflets to drivers of public service vehicles, goods vehicles and members of the public.
Members of the public are encouraged to report undesirable driving behaviour to the Police or to the Transport Complaints Unit of the Transport Advisory Committee. She is about 1.65 metres tall, 59kg in weight and of fat build. She has a round face, with short black curly hair and yellow complexion. She was last seen wearing a grey jacket, blue trousers, white shoes and gold frame glasses. She carried an orange shoulder bag.

2011-03-07 Fatal traffic accident in Kwun Tong
Police are investigating a fatal traffic accident in Kwun Tong this evening (March 7) in which a 61-year-old man was killed.
About 8pm, a public light bus (PLB) driven by a 64-year-old man was travelling along Lei Yue Mun Road towards Kwun Tong. When approaching near Yau Chui Court, the PLB reportedly hit the 61-year-old man who was crossing the road.
The man sustained serious head injuries and was rushed to the United Christian Hospital, where he was certified dead at 8.19pm.
The PLB driver was arrested for dangerous driving causing death. He is being detained pending further enquiries.
Investigations by the Special Investigation Team of Traffic, Kowloon East are underway.

2011-03-08 Attempted murder and attempted suicide in Tuen Mun
Police today (March 8) reclassified a wounding and attempted suicide case in Tuen Mun last night (March 7) as an attempted murder and attempted suicide case in which a 14-year-old girl was seriously injured. Police arrested a 44-year-old man in suspected connection with the case. He is still being detained pending further enquiries.
About 10.55pm yesterday, Police received a report that a 14-year-old girl sustained serious injuries at the ground floor of Hing Shing House, Tai Hing Estate in Tuen Mun. Police sped to the scene and found the girl with multiple chop wounds on her chest. She was rushed to Tuen Mun Hospital in unconscious state.
Initial investigation found that the arrested man had earlier attacked the victim with a knife at a park nearby, and then committed suicide with a cutter. He sustained neck injury and was sent to Tuen Mun Hospital.
Active investigations by the District Crime Squad of Tuen Mun are underway.

Chung Fat-chai, 68, left a nursing centre on Third Street on February 15 and failed to return. Staff of the centre made a report to the police on the same day.
He is about 1.6 metres tall, 68kg in weight and of fat build. He has a round face, with short black and white hair and a yellow complexion. He was last seen wearing a black cotton jacket, grey sports trousers and a pair of slippers.

2011-03-09 Kowloon East Regional Traffic Day
A total of 188 Fixed Penalty Tickets (FPTs) and 133 summonses were issued to motorists and pedestrians who violated traffic regulations during an operation by Traffic Kowloon East yesterday (March 8).
The Kowloon East Regional Traffic Day was conducted between 7am and 11pm yesterday and 208 officers from Traffic Kowloon East, District Traffic Teams of Wong Tai Sin, Sau Mau Ping and Kwun Tong were deployed to enforce regulations at traffic accident blacksites and potential traffic accident locations in Kowloon East Region.
Another 203 FPTs were issued for illegal parking and other parking offences.
A total of 113 pedestrians and drivers were verbally warned for committing jaywalking and other minor traffic offences.
Meanwhile, pamphlets and leaflets on road safety message were also distributed to the road users.

About 9.08am, a light goods vehicle (LGV) driven by a 27-year-old man was travelling along Clear Water Bay Road towards Sai Kung. When approaching No. 11 Clear Water Bay Road, the LGV reportedly rammed onto the pavement on the left and knocked down a 79-year-old male pedestrian and two female pedestrians, aged 37 and 51.
The male pedestrian sustained serious head and legs injuries and was rushed to United Christian Hospital where he was certified dead at 9.48am. The two female pedestrians were also sent to Queen Elizabeth Hospital and United Christian Hospital respectively.
The driver was arrested for dangerous driving causing death and was released on bail pending further enquiries.
Investigations by the Special Investigation Team of Traffic, Kowloon East are under way.

Three Independent Commission Against Corruption (ICAC) investigators today (March 11) have been charged by the Commercial Crime Bureau with \'Perverting the course of public justice\' and \'Misconduct in public office\' in relation to their handling of a \'Conspiracy to defraud\' case.
The defendants, a Chief Investigator, aged 46; a Senior Investigator, aged 38 and an Assistant Investigator, aged 42, each faces one count of \'Perverting the course of public justice\' and one count of \'Misconduct in public office\', both contrary to the Common Law.
The defendants will appear at Eastern Magistracy at 9.30am on March 15 (Tuesday) awaiting subsequent transfer to the District Court for plea.

The man sustained serious multiple injuries and was rushed to the Prince of Wales Hospital in unconscious state, and was certified dead at 9.02pm.
Investigations by the Special Investigation Team, Traffic New Territories South, are underway.

Police have located a 14-year-old boy who was reported missing in Tin Shui Wai on December 5, 2009.
Tamang Norbu Lama, aged 14, left his home at Tin Heng Estate on November 28, 2009 and failed to return. His father made a report to the Police on December 5, 2009. He returned home in the afternoon on March 1, 2011.
The boy sustained no injury and no suspicious circumstances were detected.

The Commissioner of Police, Mr Tsang Wai-hung, today (March 12) inspected a passing-out parade of probationary inspectors and recruit police constables at the Hong Kong Police College as the reviewing officer.
In delivering his speech, Mr Tsang said that police officers all shared a vision - Hong Kong remained one of the safest and most stable societies in the world.
He noted that the favourable law and order situation in Hong Kong was a testament to the efforts of the Force - in particular to police officers on the frontline.
“Tomorrow, you will take up your first and the most vital role that you can have in your careers in the Force. As an officer in a Patrol Sub-unit, you will be at the ‘sharp end’ of frontline policing in Hong Kong.
“Every day, when you patrol your beat, you might be called upon to handle a vast array of incidents - to provide a fast and effective response to emergencies, to prevent and detect crimes, to maintain social order and to mediate disputes,†he said.
He noted that graduates would be required to think and act under extreme pressure - the kind of pressure that many people could never appreciate - and expected to remain calm, collected and respectful, when others around them had lost control.
Meanwhile, Mr Tsang told graduates that their role as a police officer was not merely to respond to incidents.
“We are there to serve the community, to reach out and find out about concerns, feelings and ideas, and where practical, to share those concerns and work in partnership with the community to address them.
“As a Patrol Sub-unit officer, you have daily interaction with the people on the streets. You must engage the communities and bridge the gap of understanding between Police and members of the public. You must care about our people, and you must show that you care about our people,†he noted.
He encouraged graduates to continue to live and work by Force Values, whether or not they were on duty.
“Force Values are the cornerstone for all of our actions, our decisions, and our behaviour. Whenever in doubt as to the course you should take, then consider our values - Force Values - and you will be guided to the correct path.

Police have located a 44-year-old woman who was reported missing on March 9.
Yan Hong-gan, aged 44, left a restaurant on Ha Heung Road, Hung Hom on February 14 and failed to return. A report was made to Police on March 9. She was located on Harbour Road, Wan Chai at around 3 pm today.
The woman felt unwell and was sent to Queen Mary Hospital for medical treatment.

2011-03-14 Police appeal for information on serious traffic
Police today (March 14) appealed for information about a serious traffic accident in Sau Mau Ping this morning in which a woman aged around 80 was seriously injured.
At 10.05am, a bus driven by a 52-year-old man was travelling along Ngau Tau Kok Road towards Choi Hung. When approaching near a slip road linking Kwun Tong Road, the bus reportedly hit the woman who was crossing the road.
The woman sustained serious head and leg injuries and was rushed to the United Christian Hospital.
The woman was of thin build. She had short curly grey hair and was wearing a grey shirt, a dark red jacket, black trousers, black shoes and carrying a bag with flower pattern. No identity document was found in her possession.
Investigations by the Special Investigation Team of Traffic, Kowloon East, are under way.
Anyone who saw the accident or who has any information about the identity of the injured woman is urged to contact the investigating officers on 2305 7500.

Police today (March 14) appealed for information on a girl missing in Sham Shui Po.
Yung Ho-yi, 14, left her home in Lai Kok Estate on March 10 and failed to return. Her father made a report to the police on the same day.
She is about 1.6 metres tall, 50kg in weight and of medium build. She has a round face, with long black straight hair and yellow complexion. She was last seen wearing school sports wear with black and white jacket, black sports pants and white sports shoes.

Police are appealing for witnesses to a fatal traffic accident in Yuen Long in January in which a 73-year-old man died.
About 6.05pm on January 15, a bicycle driven by a 73-year-old man was travelling along Kam Tai Road towards Tai Kong Po Tsuen. He was later found lying unconscious on the ground.
The man was rushed to Tuen Mun Hospital where he was certified dead at 11am on February 8.
Investigations by the Special Investigation Team of Traffic, New Territories North are continuing.

2011-03-16 Man jailed for 22 years for drug trafficking
A 53-year-old man was sentenced to 22 years\' imprisonment for trafficking in dangerous drugs at the High Court today (March 16).
The Court heard that officers of the Narcotics Bureau searched a village house at Tai Po Tin Village in Ta Kwu Ling on April 25, 2010 and seized 372 kilograms of cocaine worth about $330 million. Ten men and four women, aged 22 to 84, were arrested in connection with the case. The seizure was the largest of its kind made by Hong Kong Police.
The defendant, who was one of the arrested persons, was subsequently charged with one count of trafficking in dangerous drugs. He pleaded guilty and the sentence was handed down at High Court today.
Police reiterate that drug trafficking is a serious offence and offenders may be liable to a maximum penalty of life imprisonment. The Police will continue to intercept any drugs coming into Hong Kong.

Police today (March 16) appealed for information on a woman missing on Lamma Island.
Janet Gilson, 65, a British woman, who arrived in Hong Kong on March 6, was last seen in her niece\'s home on Lamma Island on March 15. Her niece made a report to Police today (March 16).

Police today (March 17) appealed to the public to provide information on the whereabouts of a man who was found missing in Tai Po.
The missing man, Kwan Wai-kit, aged 36, was last seen in a hospital in Tai Po, on March 9. He was reported missing by his family on the same day.
Standing about 1.7 metres and weighing about 68 kilograms, the missing man is of thin build. He has a pointed face, yellow complexion and short black hair. He was wearing a black down vest with black long sleeve t-shirt, a pair of black trousers and white sports shoes when missing.

Police are investigating a traffic accident in Wan Chai this morning (March 18) in which a 56-year-old man died.
About 9.10am, a taxi driven by the 56-year-old man stopped at westbound Lockhart Road outside the Duke of Windsor Social Service Building. It reportedly skidded forward and crashed into a light goods vehicle stopped in the front.
The taxi driver was found collapsed on the taxi. He was rushed to Ruttonjee Hospital in unconscious state and was certified dead at 9.36am.

A 14-year-old girl who went missing in Sham Shui Po last week has been located.
Yung Ho-yi went missing after she left her home in Lai Kok Estate on March 10. Her father made a report to the police on the same day.

Police are investigating a traffic accident in Tuen Mun this afternoon (March 18) in which a 19-year-old woman died.
About 9.20am, a taxi driven by a 62-year-old man were travelling along Wong Chu Road towards Hoi Chu Road. When approaching the junction with Hoi Chu Road, the taxi cut into another lane. A container truck travelling along that lane could not brake in time and hit the taxi. The taxi then hit a light goods vehicle (LGV) in the front, causing a chain collision between the LGV and another four vehicles, including a bus, a taxi, a medium goods vehicle and a private car
A 19-year-old female taxi passenger, the 62-year-old taxi driver and the 39-year-old male private car driver were injured and were sent to Tuen Mun Hospital for medical treatment. Parking spaces at the two racecourses are available only to holders of appropriate permits issued by Hong Kong Jockey Club and any vehicles illegally parked will be towed away.

Police today (March 21) charged a 29-year-old man with one count of murder.
Police arrested the 29-year-old man on March 19 in connection with a suspected murder case in which a 64-year-old missing woman was killed on Lamma Island.
The woman was last seen in her niece\'s home at Tai Yuen Village, Lamma Island on March 15 and then went missing. Her niece made a report to the Police on March 16.
Police found the woman\'s body at the residence of her niece in the afternoon on March 19.
He will appear at Eastern Magistrates\' Courts tomorrow (March 22).

The Commissioner of Police, Mr Tsang Wai-hung, will depart Hong Kong tomorrow evening (March 23) to pay a courtesy visit to Beijing since he assumed his post in January.
During his visit, he will call on the Ministry of Public Security and takes this opportunity to meet with his counterparts in Beijing.

Police are investigating a murder and suicide case in which a 61-year-old man died and his 53-year-old wife was killed in Wong Tai Sin this morning (March 22).
About 9am, Police received reports that noise was heard from a flat at Wang Fai House of Wang Tau Hom Estate. Police officers and firemen sped to the scene and forcibly opened the door of the premises. A 53-year-old woman was found lying unconsciously on the floor inside. A chopper was seized in the flat.
Nearly at the same time, another report was received that a man fell from height and landed outside the same building. Investigations revealed that the man was the husband of the injured woman.
Sustaining multiple wounds on her body including the neck, the woman was certified dead by the ambulancemen at the scene. Her husband was rushed to Queen Elizabeth Hospital in unconscious state and was certified dead at 9.36am.
After initial investigations, it is believed that the couple had a dispute earlier in the flat, and the man committed suicide after attacking his wife.
Post-mortem examinations will be conducted tomorrow (March 23) to ascertain the causes of death of the couple.
Active investigations by District Crime Squad of Wong Tai Sin are under way.

Police officers issued a total of 467 Fixed Penalty Tickets (FPTs) and 33 summonses to road users violating traffic regulations during a two-day operation of the Regional Traffic Day on Hong Kong Island.
The operation concluded at 7pm today (March 22) and a total of 167 officers from Traffic Hong Kong Island and District Traffic Teams of Eastern, Wan Chai, Central and Western were deployed to enforce traffic regulations at traffic black sites on Hong Kong Island.
A total of 355 FPTs were issued for illegal parking and 112 FPTs for other traffic offences.
Thirty-four pedestrians and 139 drivers were cautioned for committing minor traffic offences.
Meanwhile, pamphlets and leaflets on road safety were also distributed to road users.
Statistics revealed that a total of 470 traffic accidents involving casualties occurred on Hong Kong Island from January to February this year.
Of them, 50 per cent were attributed to the negligence of pedestrians.

Police are investigating a fatal traffic accident in Causeway Bay this afternoon (March 23) in which a 60-year-old man died.
About 12.28pm, a private car driven by the man was travelling along eastbound Victoria Park Road flyover where it reportedly rammed into railings.
The man sustained injury and was rushed to Ruttonjee Hospital in unconscious state. He was later certified dead at 12.51pm.

The woman was arrested in Tsing Yi yesterday (March 22). She was arrested in connection with the death of her six-month-old daughter who was found collapsed inside their residence at Shek Wah House, Shek Lei Estate, in Kwai Chung and later certified dead at Princess Margaret Hospital yesterday afternoon.
A post-mortem examination revealed that the baby girl had died of strangulation.
The woman will appear before Tsuen Wan Magistrates\' Courts tomorrow (March 24).

2011-03-24 Traffic arrangement for Ching Ming Festival
Police today (March 24) remind grave-sweepers to make full use of public transport during the Ching Ming Festival.
\"Parking facilities around cemeteries will be extremely limited and vehicles parked illegally on roads and pavements will be towed away without prior warning,\" a Police spokesman said.
The spokesman said that for the safety of the public, Police will divert grave-sweepers from places which are already over-crowded during the festival.
Motorists are advised to pay attention to traffic signs which will be put up around cemeteries. Police officers will be on hand to guide motorists.
The public are also urged to exercise restraint and to be courteous to the elderly and children in crowded places.
Special traffic arrangements will be implemented in the vicinity of cemeteries as follows:

A section of Cape Collinson Road east of Lin Shing Road may be re-routed one-way clockwise and vehicles exceeding 10 metres in length may be prohibited to enter Cape Collinson Road east of Lin Shing Road between 8.30am and 5.30pm on 6, 12, 13, 19, 26 March, 16, 22 to 25, 30 April, 1, and 2 May.
The following special traffic arrangements will be implemented between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.
The following roads will be closed:
(a) Cape Collinson Road east of Lin Shing Road;
(b) The slip road leading to the Garden of Remembrance and Crematorium from Cape Collinson Road except hearses and vehicles carrying passengers to services at the Crematorium. The slip road between Cape Collinson Road and the Crematorium will also be closed to all vehicles 7am and 6.30pm on April 5.
(c) The slip road leading to Chai Wan Chinese Permanent Cemetery;
(d) Wan Tsui Lane; and
(e) If the situation warrants, Cape Collinson Road west of Lin Shing Road and Lin Shing Road will be closed except for franchised buses, green minibuses, and hearses.
The following roads will be re-routed one-way:
(a) A section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be re-routed one-way westbound;
(b) Lin Shing Road from Wan Tsui Road to Cape Collinson Road will be re-routed one-way southbound; and
(c) Cape Collinson Road from Crematorium slip road to Shek O Road will be re-routed one-way westbound.
No parking will be permitted along Cape Collinson Road, Lin Shing Road, a section of Shek O Road between Tai Tam Gap Correctional Institution and Tai Tam Road, and Wan Tsui Road between 6am and 7pm on March 20, 27, April 2, 3, 5, 9, 10, and 17.
Depending on the number of people and vehicles in the vicinity of the graveyard, taxis, public light buses and private cars may not be permitted to enter Lin Shing Road for Cape Collinson Road except for those gaining access to Wan Tsui Estate.
Taxis, public light buses and private cars will be allowed to set down passengers at the public light bus stand on Fei Tsui road near the junction with Wan Tsui Road.
Depending on traffic conditions, public light buses may be prohibited from entering from Chai Wan Road to Tai Tam Road. Police will implement such arrangement without prior notice.
Public light buses will be prohibited from picking up or dropping off passengers on Wan Tsui Road between Chai Wan Road and Fei Tsui Road.
Public light bus stand at Fei Tsui Road near its junction with Wan Tsui Road will be suspended between 7.30am and 5.30pm on March 20, 27, April 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.
Taxi stand at Kut Shing Street outside MTR Chai Wan Station will be suspended between 8.30am and 5.30pm on March 6, 12, 13, April 19, 26, 16, 22 to 25, 30, May 1, and 2; between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, and 17; and between 7am and 6.30pm on April 3 and 5.
The following alternative traffic arrangements will be implemented if both crowd movement and vehicular traffic in the vicinity of the cemeteries in Chai Wan area are quite congested but do not warrant the above mentioned special traffic arrangements:
(a) Cape Collinson road east of Lin Shing Road will be re-routed one-way clockwise; and
(b) The slip road leading to Chai Wan Chinese Permanent Cemetery will be opened to the public and maintained one-way westbound.
In Pok Fu Lam, Consort Rise will be re-routed one-way southbound from Victoria Road to Bisney Road between 7am and 5pm on April 2, 3, 5, 9, and 10.
In Aberdeen, Peel Rise in the vicinity of Aberdeen Chinese Cemetery and the slip road leading from Shek Pai Wan Road to Aberdeen Chinese Cemetery will be closed between 8am and 4.30pm on April 2, 9, and 10; and between 7am and 6pm on April 3 and 5.

In Diamond Hill, the following special traffic arrangements will be implemented between 7am and 6pm on March 26 and 27 and April 2, 3, 5, 9, 10, 16, 17:
The following roads will be closed to all vehicles, except emergency vehicles, hearses and vehicles taking part in funeral processions:
(a) the access road to the Diamond Hill Crematorium;
(b) the access road between the Diamond Hill Funeral Parlour and the China Light and Power Sub-station;
(c) the access road adjacent to the Diamond Hill Funeral Parlour leading to Sze Chen Hall of the Crematorium; and
(d) a section of Yuk Wah Street east of Tsz Wan Shan Road, except private cars, taxis, police and emergency vehicles.
The following traffic diversion will be implemented:
(a) vehicles, including Green Minibus (GMB)Route 33 and 33M, shall follow southbound Po Kong Village Road downhill only to access Fung Shing Street or Fu Shan Estate Carpark; and
(b) vehicles shall follow northbound Po Kong Village Road uphill only to access Grandview Garden Carpark.
In addition, the following right-turn movements for all vehicles will be temporarily banned:
(a) vehicles from westbound Fung Shing Street will not be allowed to turn onto northbound Po Kong Village Road uphill;
(b) vehicles from northbound Po Kong Village Road uphill will not be allowed to turn onto eastbound Fung Shing Street;
(c) vehicles from Grand View Garden Carpark will not be allowed to turn onto southbound Po Kong Village Road downhill;
(d) vehicles from southbound Po Kong Village Road downhill will not be allowed to turn onto Grand View Garden Carpark;
(e) vehicles from Fu Shan Estate Carpark will not be allowed to turn right onto northbound Po Kong Village Road uphill; and
(f) vehicles from northbound Po Kong Village Road uphill will not be allowed to turn onto Fu Shan Estate Carpark;
(g) vehicles from southbound Po Kong Village Road downhill will not be allowed to turn onto Po Kong Village Road School Village Carpark;
(h) vehicles from Po Kong Village Road School Village Carpark will not be allowed to turn onto southbound Po Kong Village Road downhill;
(i) vehicles from southbound Po Kong Village Road downhill will not be allowed to turn onto an unnamed road opposite to Po Leung Lane; and
(j) vehicles from an unnamed road opposite to Po Leung Lane will not be allowed to turn onto southbound Po Kong Village Road downhill.
The meter parking spaces on the access road between the Diamond Hill Funeral Parlour and the China Light and Power Sub-station and the motorcycle parking spaces at Yuk Wah Street near Yuk Hok Lane will also be suspended.
Temporary taxi stands will be designated at the following locations:
(a) Westbound Fung Shing Street near Fu Yan House of Fu Shan Estate; and
(b) Westbound Yuk Wah Street near Yuk Hok Lane.
Temporary private cars pick-up/drop-off point will be designated at westbound Yuk Wah Street near Yuk Hok Lane.
Between 7am and 6pm on March 27 and April 3 and 5, Po Kong Village Road School Village Carpark will be closed and designated as temporary taxis and private cars drop-off point.
In Tseung Kwan O, the access road leading to the Tseung Kwan O Chinese Permanent Cemetery will be closed to all vehicular traffic except emergency vehicles between 5.30am and 8pm on March 20, 27, April 3, 5, 10, 17 and 24.
Only emergency vehicles, special route No. 14S of Kowloon Motor Bus (KMB) Company, hearses, vehicles taking part in funeral procession and vehicles possessing valid entry permits will be allowed to use the access road leading to the Tseung Kwan O Chinese Permanent Cemetery between 5.30am and 6pm on March 6, 12, 13, 19, 26, April 2, 9, 16, 22, 23, 25, May 1 and 2.
The KMB Company will provide special bus service, Route No. 14S, which will operate between southbound Lei Yue Mun Road south of St. Antonius Girls\' College and the Tseung Kwan O Chinese Permanent Cemetery between 7am and 5.25pm on March 6, 12, 13, 19, 26, April 2, 9, 16, 22, 23, 25, May 1 and 2. The drop off point for Route No. 14S in Yau Tong will be located on Ko Chiu Road outside Lei Yue Mun Estate.
Temporary pick-up and drop-off points will be designated for taxi and public light bus passengers to interchange with KMB Route 14S or walk to the cemetery:
(1) The non-restricted zone at northbound Ko Chiu Road near Ko Yee Estate;
(2) The layby at southbound Lei Yue Mun Road outside Lei Yue Mun Road Playground;
(3) The non-restricted zone at northbound Lei Yue Mun Road outside Lei Yue Mun Plaza; and
(4) The non-restricted zone at northbound Lei Yue Mun Road outside Shuk Mei House, Yau Mei Court.
Apart from the periods mentioned above, road closure will be implemented and special bus service will be suspended at any time if the situation warrants.
Grave-sweepers should make full use of public transport to access the cemetery and pay attention to radio broadcast on the latest traffic situation before going to the cemetery.
When the special traffic arrangements begin to take place, no vehicle will be allowed to enter or leave the cemetery.
For the safety of the public, Police would divert grave-sweepers from places which are already over-crowded. On normal days, if vehicles build up in the adjacent roads leading to the cemetery, Police may divert them to leave the area.
Kowloon West

In Wo Hop Shek, the following roads will be closed from 6am to 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17 and 22 to 25 (except emergency vehicles and those specified below):
(a) Kiu Tau Road except hearses;
(b) Ming Yin Road except franchised buses;
(c) Wo Ka Lau Road;
(d) The flyover between Kau Lung Hang Village and Tai Wo Service Road West except taxis, coaches, school buses, green minibuses, private cars, goods vehicles and motorcycles; and
(e) All access roads within Wo Hop Shek Cemetery.
Meanwhile, all drivers except those of franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport will not be allowed to stop or wait for handling passengers and goods between 6am and 6pm on the following roads on the above dates:
(a) Wo Hing Road;
(b) Lui Ming Road;
(c) Wai Ming Street;
(d) Pak Wo Road;
(e) Wah Ming Road;
(f) Yat Ming Road;
(g) Wo Ming Lane;
(h) Fai Ming Road;
(i) Wah Ming Lane;

Vehicles travelling on northbound Pak Wo Road outside Fung Ying Sin Koon will not be allowed to turn right into southbound Pak Wo Road outside MTR Fanling Station, and vehicles travelling on southbound Pak Wo Road outside MTR Fanling Station will not be allowed to turn right into the car park off Pak Wo Road near Fung Ying Sin Koon on the same dates.
The following car parks will be closed to all vehicles between 6am and 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17, and 22 to 25. During the period, the car park spaces thereat will also be suspended:
(a) the car park off Wo Hing Road near Wo Hop Shek Interchange except emergency vehicles and public light buses;
(b) the car park off Wo Hing Road near Ming Yin Road Roundabout except emergency vehicles and taxis;
(c) the car park off Pak Wo Road near Fung Ying Sin Koon except emergency vehicles, disabled drivers to use the disabled parking spaces and the public buses of the Residents’ Service Route No. NR112; and
(d) all parking spaces on Wah Ming Lane except emergency vehicles.
The taxi stand on Lui Ming Road outside Wah Ming Estate will be suspended except New Territories taxis from 6am to 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17 and 22 to 25. However, all taxis will be allowed to handle passengers in the car park off Wo Hing Road near Ming Yin Road Roundabout during the suspension period.
The taxi stand in the car park off Pak Wo Road near Fung Ying Sin Koon will be closed from 6am to 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17 and 22 to 25.
Sandy Ridge cemeteries in the Frontier Closed Area will be opened to grave-sweepers between 6am and 6pm from March 19 to April 18. Vehicles without Frontier Closed Road Permits will not be allowed to enter the area.
Between 6am and 6pm from March 19 to April 18, the drivers of all vehicles, except franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport, will not be allowed to stop or wait for picking up or dropping off passengers and handling goods on the following sections of roads:
(a) a section of Man Kam To Road between Fu Tei Au Road and Sha Ling Roadblock; and
(b) a section of Kong Nga Po Road between Frontier Closed Area Boundary and Sha Ling Roadblock.
Vehicles parked illegally on the above sections of roads may be towed away without warning.
In Tuen Mun, the following temporary traffic and transport arrangements will be implemented in Tuen Mun on March 19, 20, 26, 27 and April 2, 3, 5, 9, 10, 16 and 17 daily from 7am to 7pm:
(a) Tsing San Path and the access roads leading to Ching Chung Koon and Ching Chung Sin Yuen will be closed;
(b) The section of Tsing Chung Koon Road between Tsing Lun Road and San Fuk Road will be converted to one-way northbound;
(c) The section of San Fuk Road between Leung Shun Street and Castle Peak Hospital will be converted to one-way westbound;
(d) San Fuk Road will be temporarily designated as no stopping zone;
(e) The section of Tsing Chung Koon Road between Tsing Chung Path and San Fuk Road will be temporarily designated as no stopping zone;
(f) The section of Tsing Lun Road between Tsun Wen Road and the access road leading to Tuen Mun Hospital will be temporarily designated as no stopping zone;
(g) Southbound Tsun Wen Road between Tsing Lun Road and San Fuk Road will be temporarily designated as no stopping zone;
(h) Two temporary loading and unloading locations will be provided at westbound Tsing Lun Road outside Tuen Mun Hospital and northbound Tsing Chung Koon Road opposite to Tuen Mun Hospital;
(i) A temporary taxi stand will be provided at northbound Tsing Chung Koon Road near Castle Peak Hospital; and
(j) The Green Minibus (GMB) stop at Tsing San Path will be temporarily suspended. Passengers may use the GMB stops on Tsing Chung Koon Road north of the entrance to Tuen Mun Hospital.
New Territories South

In Tsuen Wan, a section of Lo Wai Road between Yuen Yuen Institute and the obsolete bus terminus outside Chuen Yiu Terrace will be closed to all vehicles between 8am and 6pm on April 2, 3, 5, 9 and 10, if necessary, except for emergency vehicles and vehicles of local residents.
To facilitate visits to the Heung Shek Cemetery (Chuen Lung) and Chuk Lam Sim Yuen (Fu Yung Shan Road), if necessary, the following roads will be closed to traffic except for emergency vehicles and vehicles of local residents between 8am and 6pm on April 2, 3, 5, 9 and 10:
(a) The road between Chuen Lung (Route Twisk) and Heung Shek Cemetery; and
(b) Fu Yung Shan Road between Route Twisk and Chuk Lam Sim Yuen.
A special bus service, route No. 32S, will operate between Tsuen Wan MTR station and former Lo Wai bus terminus on April 3, 5 and 10.
To facilitate visits to Tsuen Wan Chinese Permanent Cemetery and Kwai Chung Crematorium, the following traffic arrangement will be implemented on March 27, April 2, 3, 5, 9, 10 and 17:
(a) Wing Yin Street and a section of Wing Shun Street between Yi Lok Street and its junction with Kwai Hei Street will be closed to all vehicles except hearses, franchised buses and emergency vehicles from 7am to 5pm and on any other days during the period if necessary;
(b) A one-way southbound system will be adopted on a section of Wing Kei Road between Kwai Hei Street and Wing Kin Road. Vehicles will only be allowed to enter Wing Kei Road via Wing Kin Road;
(c) Wing Chong Street, Wing Hau Street and Wing Lap Street will be closed to all vehicles except emergency vehicles;
(d) Parking will be prohibited on any roads near the cemetery and crematorium;
(e) Temporary taxi stands will be set up on Wing Kin Road near its junction with Wing Kei Road, Kwai Hei Street near its junction with Wing Shun Street, Wing Shun Street near its junction with Wing Yin Street and Wing Shun Street near its junction with Yi Lok Street; and
(f) Wing Yin Street will also be closed to all vehicular traffic except for hearses and emergency vehicles from 7am to 5pm on March 20 and 26; and April 16, 22 to 25.
A special bus service, route No. 38S, will operate between Kwai Yan Road (Kwai Fong MTR Station) and Tsuen Wan Chinese Permanent Cemetery on April 3, 5 and 10.
In Sha Tin District, the following roads will be closed from 7am to 6pm on March 19, 20, 26, 27 and April 2, 3, 5, 9, 10, 16, 17, 22 to 25:
(a) a section of Lower Shing Mun Road between Yau On Street and Fu Shan Crematorium will be closed to all vehicles except hearses, vehicles taking part in funeral processions, emergency vehicles, and green minibus route 64K;
(b) a section of Pai Tau Street from its junction with Sheung Wo Che Road to its western end will be closed to all vehicles expect emergency vehicles; and
(c) a section of To Fung Shan Road north of its junction with Pak Lok Path will be closed to all vehicles except emergency vehicles, vehicles serving residents and persons working in To Fung Shan, and shuttle bus plying between To Fung Shan and Tai Wai Station.
Police will take stringent action against any illegal parking near the above areas in Sha Tin District.
\"Parking facilities around cemeteries will be extremely limited and vehicles parked illegally on roads and pavements will be towed away without prior warning,\" a Police spokesman said.
The spokesman said that for the safety of the public, Police will divert grave-sweepers from places which are already over-crowded during the festival.
Motorists are advised to pay attention to traffic signs which will be put up around cemeteries. Police officers will be on hand to guide motorists.
The public are also urged to exercise restraint and to be courteous to the elderly and children in crowded places.
Special traffic arrangements will be implemented in the vicinity of cemeteries as follows:
Hong Kong Island

A section of Cape Collinson Road east of Lin Shing Road may be re-routed one-way clockwise and vehicles exceeding 10 metres in length may be prohibited to enter Cape Collinson Road east of Lin Shing Road between 8.30am and 5.30pm on 6, 12, 13, 19, 26 March, 16, 22 to 25, 30 April, 1, and 2 May.
The following special traffic arrangements will be implemented between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.
The following roads will be closed:
(a) Cape Collinson Road east of Lin Shing Road;
(b) The slip road leading to the Garden of Remembrance and Crematorium from Cape Collinson Road except hearses and vehicles carrying passengers to services at the Crematorium. The slip road between Cape Collinson Road and the Crematorium will also be closed to all vehicles 7am and 6.30pm on April 5.
(c) The slip road leading to Chai Wan Chinese Permanent Cemetery;
(d) Wan Tsui Lane; and
(e) If the situation warrants, Cape Collinson Road west of Lin Shing Road and Lin Shing Road will be closed except for franchised buses, green minibuses, and hearses.
The following roads will be re-routed one-way:
(a) A section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be re-routed one-way westbound;
(b) Lin Shing Road from Wan Tsui Road to Cape Collinson Road will be re-routed one-way southbound; and
(c) Cape Collinson Road from Crematorium slip road to Shek O Road will be re-routed one-way westbound.
No parking will be permitted along Cape Collinson Road, Lin Shing Road, a section of Shek O Road between Tai Tam Gap Correctional Institution and Tai Tam Road, and Wan Tsui Road between 6am and 7pm on March 20, 27, April 2, 3, 5, 9, 10, and 17.
Depending on the number of people and vehicles in the vicinity of the graveyard, taxis, public light buses and private cars may not be permitted to enter Lin Shing Road for Cape Collinson Road except for those gaining access to Wan Tsui Estate.
Taxis, public light buses and private cars will be allowed to set down passengers at the public light bus stand on Fei Tsui road near the junction with Wan Tsui Road.
Depending on traffic conditions, public light buses may be prohibited from entering from Chai Wan Road to Tai Tam Road. Police will implement such arrangement without prior notice.
Public light buses will be prohibited from picking up or dropping off passengers on Wan Tsui Road between Chai Wan Road and Fei Tsui Road.
Public light bus stand at Fei Tsui Road near its junction with Wan Tsui Road will be suspended between 7.30am and 5.30pm on March 20, 27, April 10, 17; between 7am and 5.30pm on April 3; and between 7am and 6.30pm on April 5.
Taxi stand at Kut Shing Street outside MTR Chai Wan Station will be suspended between 8.30am and 5.30pm on March 6, 12, 13, April 19, 26, 16, 22 to 25, 30, May 1, and 2; between 7.30am and 5.30pm on March 20, 27, April 2, 9, 10, and 17; and between 7am and 6.30pm on April 3 and 5.
The following alternative traffic arrangements will be implemented if both crowd movement and vehicular traffic in the vicinity of the cemeteries in Chai Wan area are quite congested but do not warrant the above mentioned special traffic arrangements:
(a) Cape Collinson road east of Lin Shing Road will be re-routed one-way clockwise; and
(b) The slip road leading to Chai Wan Chinese Permanent Cemetery will be opened to the public and maintained one-way westbound.
In Pok Fu Lam, Consort Rise will be re-routed one-way southbound from Victoria Road to Bisney Road between 7am and 5pm on April 2, 3, 5, 9, and 10.
In Aberdeen, Peel Rise in the vicinity of Aberdeen Chinese Cemetery and the slip road leading from Shek Pai Wan Road to Aberdeen Chinese Cemetery will be closed between 8am and 4.30pm on April 2, 9, and 10; and between 7am and 6pm on April 3 and 5.
Kowloon East
------------
In Diamond Hill, the following special traffic arrangements will be implemented between 7am and 6pm on March 26 and 27 and April 2, 3, 5, 9, 10, 16, 17:
The following roads will be closed to all vehicles, except emergency vehicles, hearses and vehicles taking part in funeral processions:
(a) the access road to the Diamond Hill Crematorium;
(b) the access road between the Diamond Hill Funeral Parlour and the China Light and Power Sub-station;
(c) the access road adjacent to the Diamond Hill Funeral Parlour leading to Sze Chen Hall of the Crematorium; and
(d) a section of Yuk Wah Street east of Tsz Wan Shan Road, except private cars, taxis, police and emergency vehicles.
The following traffic diversion will be implemented:
(a) vehicles, including Green Minibus (GMB)Route 33 and 33M, shall follow southbound Po Kong Village Road downhill only to access Fung Shing Street or Fu Shan Estate Carpark; and
(b) vehicles shall follow northbound Po Kong Village Road uphill only to access Grandview Garden Carpark.
In addition, the following right-turn movements for all vehicles will be temporarily banned:
(a) vehicles from westbound Fung Shing Street will not be allowed to turn onto northbound Po Kong Village Road uphill;

The following car parks will be closed to all vehicles between 6am and 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17, and 22 to 25. During the period, the car park spaces thereat will also be suspended:
(a) the car park off Wo Hing Road near Wo Hop Shek Interchange except emergency vehicles and public light buses;
(b) the car park off Wo Hing Road near Ming Yin Road Roundabout except emergency vehicles and taxis;
(c) the car park off Pak Wo Road near Fung Ying Sin Koon except emergency vehicles, disabled drivers to use the disabled parking spaces and the public buses of the Residents’ Service Route No. NR112; and
(d) all parking spaces on Wah Ming Lane except emergency vehicles.
The taxi stand on Lui Ming Road outside Wah Ming Estate will be suspended except New Territories taxis from 6am to 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17 and 22 to 25. However, all taxis will be allowed to handle passengers in the car park off Wo Hing Road near Ming Yin Road Roundabout during the suspension period.
The taxi stand in the car park off Pak Wo Road near Fung Ying Sin Koon will be closed from 6am to 6pm on March 26, 27 and April 2, 3, 5, 9, 10, 16, 17 and 22 to 25.
Sandy Ridge cemeteries in the Frontier Closed Area will be opened to grave-sweepers between 6am and 6pm from March 19 to April 18. Vehicles without Frontier Closed Road Permits will not be allowed to enter the area.
Between 6am and 6pm from March 19 to April 18, the drivers of all vehicles, except franchised buses, emergency vehicles and vehicles with permits issued by the Commissioner for Transport, will not be allowed to stop or wait for picking up or dropping off passengers and handling goods on the following sections of roads:

(c) The section of San Fuk Road between Leung Shun Street and Castle Peak Hospital will be converted to one-way westbound;
(d) San Fuk Road will be temporarily designated as no stopping zone;
(e) The section of Tsing Chung Koon Road between Tsing Chung Path and San Fuk Road will be temporarily designated as no stopping zone;
(f) The section of Tsing Lun Road between Tsun Wen Road and the access road leading to Tuen Mun Hospital will be temporarily designated as no stopping zone;
(g) Southbound Tsun Wen Road between Tsing Lun Road and San Fuk Road will be temporarily designated as no stopping zone;
(h) Two temporary loading and unloading locations will be provided at westbound Tsing Lun Road outside Tuen Mun Hospital and northbound Tsing Chung Koon Road opposite to Tuen Mun Hospital;

In Tsuen Wan, a section of Lo Wai Road between Yuen Yuen Institute and the obsolete bus terminus outside Chuen Yiu Terrace will be closed to all vehicles between 8am and 6pm on April 2, 3, 5, 9 and 10, if necessary, except for emergency vehicles and vehicles of local residents.
To facilitate visits to the Heung Shek Cemetery (Chuen Lung) and Chuk Lam Sim Yuen (Fu Yung Shan Road), if necessary, the following roads will be closed to traffic except for emergency vehicles and vehicles of local residents between 8am and 6pm on April 2, 3, 5, 9 and 10:
(a) The road between Chuen Lung (Route Twisk) and Heung Shek Cemetery; and
(b) Fu Yung Shan Road between Route Twisk and Chuk Lam Sim Yuen.
A special bus service, route No. 32S, will operate between Tsuen Wan MTR station and former Lo Wai bus terminus on April 3, 5 and 10.
To facilitate visits to Tsuen Wan Chinese Permanent Cemetery and Kwai Chung Crematorium, the following traffic arrangement will be implemented on March 27, April 2, 3, 5, 9, 10 and 17:

(d) Parking will be prohibited on any roads near the cemetery and crematorium;
(e) Temporary taxi stands will be set up on Wing Kin Road near its junction with Wing Kei Road, Kwai Hei Street near its junction with Wing Shun Street, Wing Shun Street near its junction with Wing Yin Street and Wing Shun Street near its junction with Yi Lok Street; and

(a) a section of Lower Shing Mun Road between Yau On Street and Fu Shan Crematorium will be closed to all vehicles except hearses, vehicles taking part in funeral processions, emergency vehicles, and green minibus route 64K;
(b) a section of Pai Tau Street from its junction with Sheung Wo Che Road to its western end will be closed to all vehicles expect emergency vehicles; and
(c) a section of To Fung Shan Road north of its junction with Pak Lok Path will be closed to all vehicles except emergency vehicles, vehicles serving residents and persons working in To Fung Shan, and shuttle bus plying between To Fung Shan and Tai Wai Station.
Police will take stringent action against any illegal parking near the above areas in Sha Tin District.

A total of 39 security companies were commended at the First Best Training Award (BTA) Presentation Ceremony today (March 24).
Officiating at the ceremony, the Director of Operations of the Hong Kong Police Force (HKPF), Mr Hung Hak-wai, Paul said that the BTA was aimed at encouraging security companies to develop long-term training programmes with a view to enhancing the quality and professional competence of their security officers.
He pointed out that this would help the Force to maintain the law and order of the society as well as provide an environment conducive for the long-term development of the industry.
The Force has been motivating the industry to provide quality services by various means. In addition to arranging regular inspections to security companies and providing guidelines to the management and practitioners, each Regional Crime Prevention Offices organise ‘Best Security Guards Award’ regularly to recognise the achievement of the practitioners, he said.
Launched for the first time, the BTA is organised by the HKPF\'s Crime Prevention Bureau and the Security Services Training Board of the Vocational Training Council (VTC), with the support of the Security and Guarding Services Industry Authority (SGSIA).
The BTA comprises four categories: \"Type I Security Company Licence\" (offer general security service with more than 500 staff), \"Type I Security Company Licence\" (offer general security service with 500 or less than 500 staff), \"Type II Security Company Licence\" (offer armoured transportation service), and \"Type III Security Company Licence\" (offer design, installation, maintenance and repair service of security systems).

She is about 1.6 metres tall and of medium build with a yellow complexion. She has a pointed face with straight black hair. She was last seen wearing a dark grey coat, dark green pants and white sports shoes.

Police today (March 24) arrested 13 men and three women in an operation codenamed \"Pinpoint\" to combat child pornography.
Acting on intelligence and extensive analysis, officers of the Technology Crime Division of the Commercial Crime Bureau (CCB) raided various locations across the territory today together with officers from the Regional Crime Units of Hong Kong Island, Kowloon East, New Territories South and New Territories North.
During the operation, 13 men and three women aged between 15 and 52 were arrested for possession of child pornography. Over 4 000 pieces of child pornography photos and 600 movies and video clips were found in 18 personal computers seized.
Initial investigations revealed that the arrested persons had downloaded child pornography from overseas websites and saved copies on their personal computers.
The arrested persons were bailed out and will report to the Police in mid-April.
\"Possessing child pornography is an offence which carries a maximum penalty of eight years\' imprisonment and a fine of $2 million on conviction,\" a police spokesperson stressed. Police will continue to maintain close liaison and cooperation with overseas law enforcement agencies to deter child pornography activities.

At about 4.30pm on February 12, Police received a report that a female body had been found on the seashore off Yung Long Road.
The body was believed to be a woman aged over 30. She was about 1.55 metres tall, of medium build and with short black hair. She was wearing red, long-sleeved underclothes, a black sweater with red graphics and a pair of blue trousers. Nothing was found to indicate her identity.
Initial investigations have revealed no suspicious circumstance surrounding her death.

Organised by the Police with a total funding of more than $5 million sponsored by the Hongkong Bank Foundation for the past 25 years, the Awards comprises five categories: Best JPC Member, Best JPC Leader/Advanced Leader, Best JPC School Club (Primary School), Best JPC School Club (Secondary School) and Best JPC District Council.
During the Presentation Ceremony, they received commendation trophies and cash awards from the Acting Commissioner of Police, Mr Lee Ka-chiu; and HSBC Head of Corporate Sustainability Asia Pacific Region, Ms Teresa Au.
Speaking at the ceremony, Chief Superintendent of Police Public Relations Branch (PPRB), Mr Li Kin-fai said that the JPC scheme had made significant developments over the past 36 years. Numerous young members had benefited from various training courses, and mainland and overseas visits, and they were committed to serving and caring for the community through active participation in volunteer services, fight crime and anti-drug activities.

Police are investigating a traffic accident in Yuen Long today (March 26) in which a woman was killed.
About 7.30pm, a 56-year-old woman was riding her bicycle travelling along Kiu Hing Road towards Pak Sha Tsuen. On reaching Chun Fai Garden, the cyclist was hit by the door of a private car parked on Kiu Hing Road by a 23-year-old woman. She was then rolled over by a light goods vehicle driven by a 21-year-old man.
The 56-year-old female cyclist sustained serious injuries, was taken to Pok Oi Hospital where she was certified dead at 8.04pm.
The 23-year-old private car driver and the 21-year-old LGV driver were arrested for dangerous driving causing death. They are being detained for further investigation.
Investigations by the Special Investigation Team of Traffic, New Territories North, are under way.

Special traffic arrangements will be implemented at Happy Valley this evening (March 30) to minimise the inconvenience caused by traffic diversions to road users.
The arrangements will come into effect one and a half hours before the start of the first race and will last until the crowds have dispersed after the race meeting.
A. Traffic arrangements before the commencement of the first race
1. Closure of roads
A section of southbound Wong Nai Chung Road between Queen\'s Road East and the up ramp outside Hong Kong Jockey Club except for vehicles to Aberdeen Tunnel.
2. Traffic diversions
(a) A section of southbound Wong Nai Chung Road between Village Road and Queen\'s Road East will be re-routed one way northbound;
(b) Vehicles from Queen\'s Road East heading for Wan Chai and Happy Valley will be diverted to turn left onto Morrison Hill Road;
(c) Southbound vehicular traffic on Morrison Hill Road heading for Happy Valley will be diverted via Sports Road and Wong Nai Chung Road;
(d) Vehicular traffic on Queen\'s Road East will be banned from turning right onto Wong Nai Chung Road except for access to Aberdeen Tunnel;
(e) Vehicular traffic on Canal Road Flyover from Cross Harbour Tunnel heading for Queen\'s Road East will be diverted via the down ramp to Morrison Hill Road to turn right at the junction of Wong Nai Chung Road, Morrison Hill Road and Queen\'s Road East; and
(f) Vehicular traffic on Canal Road Flyover from Cross Harbour Tunnel heading for Hong Kong Jockey Club will be diverted via the down ramp leading to Canal Road East, southbound Morrison Hill Road to turn left onto Sports Road and Wong Nai Chung Road.

(b) Vehicular traffic on Canal Road Flyover from Cross Harbour Tunnel heading for Wan Chai will be diverted via the down ramp leading to Canal Road East to U-turn at the underneath of Canal Road Flyover onto Canal Road West and Hennessy Road;
(c) Vehicular traffic on Canal Road Flyover from Cross Harbour Tunnel heading for Hong Kong Jockey Club will be diverted via the down ramp leading to eastbound Canal Road East, Leighton Road and Wong Nai Chung Road; and
(d) A section of Leighton Road between Morrison Hill Road and Wong Nai Chung Road will be diverted one way eastward.
C. Parking spaces and taxi stand
The public carpark on Wong Nai Chung Road and the taxi stand on Sung Tak Street will be suspended from 11am to 7pm during day racing; from 4.30pm to 12am during evening racing and from 5pm to 12am during night racing respectively.
Any vehicles found illegally parked within the precinct of the above affected areas will be towed away without prior notice.

2011-03-30 Missing girl located
A 16-year-old girl who went missing in Chai Wan last year has been located.
Kwok Wing-sze went missing after she left her home at Wan Tsui Estate on December 27, 2010. Her family member then made a report to the Police.
The girl was located at Tai On Street in Chai Wan this morning (March 30). She sustained no injuries and no suspicious circumstances were detected.
