Traffic Branch Headquarters coordinated the territory-wide thematic operation "CLEARVIEW cum AUTOBINDER" in March 2024 by collaborating with the personnel from five regional traffic formations and districts in combating the offences in relation to inattentive driving including:
- careless driving
- speeding
- disobeying traffic signals, traffic signs or road markings
- failing to give precedence to pedestrians on a zebra crossing
- using handheld communication device while the vehicle is in motion
- driving under the influence of alcohol or drugs; and
- to take enforcement actions against the pedestrians who disobey traffic rules including:
- disobeying traffic signals
- not using designated pedestrian facilities to cross the road within a 15-meter range.
During the operation, in addition to the regular enforcement methods, mobile video recording equipment was also utilised to enhance the evidence collection capability so as to improve the law enforcement effectiveness. Moreover, plainclothes officers were also deployed in various strategic locations to issue tickets to the jaywalking pedestrians.
Throughout the operation, 46 summonses and 2,234 fixed penalty tickets were issued to offending drivers and 8 drivers were arrested. The majority of these summonses and fixed penalty tickets were issued against speeding, using handheld communication device while the vehicle is in motion, disobeying traffic signals and careless driving etc. The Police also conducted breath tests on drivers and 4 drivers were arrested for driving with alcohol concentrations exceeding the prescribed limit.
Regarding pedestrian offenses, the Police issued a total of 1,374 summonses of which 80% of the offenders were prosecuted for disobeying traffic signals while crossing the roads.
Over the past year, Traffic Branch Headquarters coordinated three territiry-wide thematic operations to combat violations by drivers and pedestrians, aiming to reduce the number of fatalities and serious injuries in traffic accidents, safeguard lives, and enhance the road safety awareness of the public.
In the first quarter of 2024, there were recorded 19 fatal traffic accidents, resulting in 20 deaths, including 8 pedestrians. Compared to the same period in 2023, the number of fatalities in fatal traffic accidents decreased by 20%, and the number of pedestrian fatalities significantly decreased by 43%.
All citizens should always obey traffic rules, no matter, enforcement personnel are present or not. This operation was part of a series of traffic law enforcement actions taken by the Police to combat violations rigorously in order to reduce traffic accidents, keep roads clear and protect precious lives ultimately.
