Description

Police services and health services are both public-facing, but very different in nature. Nevertheless, a sudden outbreak of SARS (Severe Acute Respiratory Syndrome) brought these two departments together. Not only did they defeat the pandemic but also won Hong Kong a world reputation through winning the top prize in the health category of the Stockholm Challenge Award in 2004.

SARS broke out in Hong Kong in March 2003. 1,755 cases and 299 deaths were recorded in Hong Kong in a few months, and the fear of infectious disease gripped the city.

Hong Kong urgently needed an information system to track down SARS carriers quickly. Under the coordination of relevant departments, the Major Incident Investigation and Disaster Support System (MIIDSS) of the Force, together with the Department of Health’s Case Contact Information System and the Hospital Authority’s eSAR System, were unprecedentedly integrated. This integration played a significant role in tracing potential SARS carriers.

The system participated in the Stockholm Challenge Award in 2004 under the project “Policing Disease”. In that year, nearly 900 entries from 107 countries competed for awards in six categories: e-Government, Culture, Health, Education, E-Commerce and Environment. The panel of adjudicators highly praised Hong Kong for applying the Force’s intelligent information system for tracking criminals to trace transmission sources.

The year 2020 witnessed COVID-19 ravage the world. Hong Kong people stood united in the fight against the coronavirus disease, and the Force’s MIIDSS was once again put to good use.
