Kwai Tsing District (KWTDIST) conducted a large-scale inter-departmental exercise with Counter Terrorism Response Unit, Emergency Unit New Territories South, Marine West Division, Tsing Yi Division and Fire Services Department at a dockyard on February 3. The exercise aimed at testing the security response of the participating units, enhancing the Force's counter terrorism (CT) capability and strengthening the inter-operability and communication amongst the participating units and departments.
The exercise simulated the scenario of two illegal immigrants sneaking into the dockyard, setting fire and taking a staff member hostage with a gun. The whole exercise successfully tested the inter-departmental capability to respond to an International Ship and Port Facility Security (ISPS) incident, covering contingency, fire fighting, rescue and CT. All the units and departments, including the dockyard, held an evaluation meeting immediately after the exercise to identify areas of improvement. The exercise had not only heightened the CT awareness of the port facility operator, but also strengthened the co-operation and understanding amongst different units in handling a CT incident.
