The Force was awarded the Double Star "Committed to excellence" accreditation by the European Foundation for Quality Management (EFQM) in recognition of its professional performance, dedication to quality service and continuous improvement in ensuring that Hong Kong remains one of the safest and most stable cities in the world.
The EFQM is a globally renowned standard-setting organisation in formulating effective, socially responsible and sustainable organisational strategies, management and operational practices, with over 30 000 public and private organisations around the world adopting its comprehensive management framework. The Force Inspection Process, rolled out in April 2014, was developed with reference to the EFQM excellence model.
The Force was the first Asian law enforcement agency gaining the EFQM's "Committed to excellence" accreditation after a series of rigorous assessments over the past nine months. The Double Star Award was the highest honour in the assessment. On behalf of the Force, Deputy Commissioner (Management) Chau Kwok-leung received the accreditation certificate from the Head of Membership Services at Quality Scotland (a National Partner of EFQM), Ms Angela Howarth, on November 11.
This much-acclaimed international accreditation gives global recognition to organisations that have effectively demonstrated excellence in six key areas, namely strategic planning, management reporting, customer perception, personnel perception, process management, and sustainability. The Force is entitled to use the "EFQM Committed to excellence" logo for a period of two years.
